Municipal Law Enforcement and Licensing Services
Municipal Law Enforcement and Licensing Services (MLELS) is responsible for the enforcement of City by-laws in addition to administering the issuance of various licences and permits. MLELS is comprised of the following divisions:
MLELS’ primary goals and objectives are to provide services which focus on public safety and a balanced quality of life in our community. We are committed to educating the community regarding by-laws and responsibilities through the timely and effective delivery of professional enforcement and licensing services.
Note: MLELS does not enforce the Building Code or the Fire Code. These are enforced by Oshawa Building Services and Fire Services respectively.
Municipal By-law Complaints
Municipal by-law complaints may be registered online, by phone, e-mail, in person or in writing. Complaints will be accepted only if the following information is provided:
- Complainant’s name, address and telephone number
- Complaint location (address)
- A satisfactory explanation (including when an infraction is occurring if it is not continuous) of the complaint and details that would assist with an investigation
- If the complaint pertains to the condition of a rental unit, details confirming that the landlord has been recently advised about the problem and that it has not been corrected
