How do I contact individual Council members?

  • Members of City Council are elected at large, meaning they do not represent a specific area of the City, but rather, represent the entire City.
  • Residents can contact any Member of Council.

    Note: Letters or emails to individual Council members are sent directly to that person. They are not placed on a Standing Committee or Council agenda unless requested by the Council member.

How do I officially correspond with City Council, one of the Standing Committees or one of the Advisory Committees of Council?

To officially correspond with City Council, one of its Standing Committees, or one of the Advisory Committees of Council:

What happens to letters or emails sent to City Council, Standing Committees or Advisory Committees of Council?

  • Letters addressed to City Council, Standing Committees or Advisory Committees are placed on a public agenda which is distributed to Council members, various City staff, and the media. Council, Standing Committee and Advisory Comittee agendas are available to the public at City Hall (Service Oshawa) and on the City’s website.
  • Agendas on the City’s website are located under the “City Council” Quick Link.
  • Letters and staff reports listed on Committee agendas are available through hyperlinks imbedded in the agenda documents.
  • Council agendas contain hyperlinks only for those documents which have not been processed through a Committee.

Note: Any personal information you choose to disclose in your letter will become part of the public record. It is the City’s practice to publish your name on the Internet. You may request, in writing, the removal of your personal contact information, other than your name, from correspondence posted on the internet.

City Council Meetings

City Council meetings are held every third Monday commencing at 6:30 p.m. and the public is welcome to attend. A calendar of all meeting dates is available for download here 

Members of the public may address Council concerning an item on the agenda, provided they have appeared before the appropriate Standing Committee and are in opposition to the Committee's recommendation, by submitting a written request to the City Clerk by fax at 905-436-5697 or by email to clerks@oshawa.ca, before noon on the Thursday preceding the Monday Council meeting. Speakers are limited to 5 minutes.

There are four Standing Committees of Council: Corporate Services Committee, Development Services Committee, Community Services Committee, and the Strategic Initiatives Committee.

Standing Committees of Council

Community Services Committee

The Community Services Committee is made up of six members:

  • Councillor Chapman, Chair
  • Councillor England, Vice-Chair
  • Councillor Marimpietri
  • Councillor Neal
  • Councillor Pidwerbecki
  • Mayor John Henry, Ex-Officio

The Community Services Committee is responsible for providing advice and recommendations to Council resulting from the operations of Animal Services, Parks and Environmental Services, Works and Transportation Services, Recreation and Culture Services and Strategic and Business Services.  Community Services Committee meetings are held at  9:30 a.m. every third Thursday. A calendar of all Standing Committee meeting dates is available for download here 

Members of the public may direct questions or request to address Committee concerning an item on the agenda by submitting a written request to Melissa Pringle, Committee Co-ordinator, at 905-436-3311 ext. 2212, or by email to mpringle@oshawa.ca before 4:30 p.m. on the Thursday preceding the Thursday Committee meeting.

Corporate Services Committee

The Corporate Services Committee is made up of six members:

  • Councillor Bouma, Chair
  • Councillor Sanders, Vice-Chair
  • Councillor Diamond
  • Councillor Neal
  • Councillor Wood
  • Mayor John Henry, Ex-Officio

The Corporate Services Committee is responsible for providing advice and recommendations to Council resulting from matters under the authority of the Corporate Services Department including City Clerk Services, Information Technology Services, Human Resource Services, Municipal Law Enforcement and Licensing Services and Facilities Management  Services. Any outside agencies reporting to Council on matters similar to matters listed under the authority of the Corporate Services Department also report to the Corporate Services Committee.

Members of the public may direct questions or request to address Committee concerning an item on the agenda by submitting a written request to Mary Medeiros, Manager, Support Services, at 905-436-3311 ext. 2239, or by email to mmedeiros@oshawa.ca, before 4:30 p.m. on the Wednesday preceding the Monday Committee meeting.

Development Services Committee

The Development Services Committee is made up of six members:

  • Mayor John Henry, Ex-Officio

The Development Services Committee is responsible for providing advice and recommendations to Council resulting from matters under the responsibility of the Development Services Department including, Administration and Accessibility, Senior Environmental Co-ordinator, Planning Services, Building Permit and Inspection Services, Engineering Services and Economic Development Services including the Oshawa Municipal Airport.

Development Services Committee meetings are held at 1:30 p.m. every third Monday. A calendar of all Standing Committee meeting dates is available for download here 

Members of the public may direct questions or request to address Committee concerning an item on the agenda by submitting a written request to Melissa Pringle, Committee Co-ordinator, at 905-436-3311 ext. 2212, or by email to mpringle@oshawa.ca before 4:30 p.m. on the Wednesday preceding the Monday Committee meeting.

Finance Committee

The Finance Committee is made up of six members:

The Finance Committee is responsible for providing advice and recommendations to Council resulting from matters under the responsibility of the City Treasurer and Finance Services.

Finance Committee meetings are held at 1:30 p.m. every third Thursday. A calendar of all Standing Committee meeting dates is available for download here

Advisory Committees

Heritage Oshawa

Heritage Oshawa is responsible for advising and assisting Council on matters related to heritage conservation of individual buildings of historical and/or architectural significance, and to encourage and promote heritage conservation within the City. The City staff advisor to Heritage Oshawa is Margaret Kish.

Oshawa Accessibility Advisory Committee

The Oshawa Accessibility Advisory Committee is responsible for advising and assisting the City including the City's agencies, boards and commissions in developing and facilitating strategies and actions toward a barrier-free Oshawa with a goal to improving the quality of life for those with disabilities. The City staff advisor to the Oshawa Accessibility Advisory Committee is Lynda Lawson.

Oshawa Airport Advisory Committee

The Oshawa Airport Advisory Committee is responsible for advising and assisting City Council on matters related to the Oshawa Municipal Airport. The City staff advisors to the Oshawa Airport Advisory Committee are Cindy Symons-Milroy and Steve Wilcox.

Oshawa Environmental Advisory Committee

The Oshawa Environmental Advisory Committee is responsible for advising, assisting and educating Council, staff, and the community with respect to the protection, enhancement, restoration, management and appreciation of the natural and built environments. The City staff advisor to the Oshawa Environmental Advisory Committee is Suzanne Elston.

Safe City Oshawa Partnership

Safe City Oshawa Partnership is responsible for working with and mobilizing the community to build a safe Oshawa where everyone is free to live, work, learn and play. The City staff advisor to Safe City Oshawa Partnership is Helen Break.
