City of Oshawa Municipal Performance Measures

Oshawa’s measures may be compared against those of other lower tier municipalities, however, the measures can be affected by a number of factors that make it difficult to directly compare results. Some of the factors influencing the measures include: municipal population, geographic size and location of the municipality, winter weather conditions, economic conditions, assessment values, distribution of assessment base between classes (industrial, commercial and residential), size of Council, size of the civil service, wage levels, etc.
