Part II Plan for the Kedron Planning Area, Concept Plan for the North Kedron Industrial Area and Concept Plan for the East Windfields Industrial Area
The Corporation of the City of Oshawa has authorized the preparation of a Part II Plan for the proposed Kedron Planning Area and a Concept Plan for the proposed North Kedron Industrial Area. In June 2009, City Council also authorized the preparation of a Concept Plan for the proposed East Windfields Industrial Area as a parallel study process.
The City has hired a consulting team led by planningAlliance, to undertake the necessary background studies and to prepare a Part II Plan for the Kedron Planning Area with detailed land use designations and policies to guide the future development of the Planning Area as a predominantly residential community. In addition, the study will include the preparation of Concept Plans for the North Kedron Industrial Area and the East Windfields Industrial Area to provide detailed future land uses for the industrial area.
The parallel studies are expected to ultimately result in amendments to the Oshawa Official Plan, including amendments to extend the Urban Area boundary and designate urban land uses in accordance with Amendment No. 128 to the Region of Durham Official Plan, subject to final approval by the Ministry of Municipal Affairs and Housing and/or Ontario Municipal Board. Portions of the North Kedron Industrial Area are expected to remain as Agricultural lands outside of the Urban Area boundary up to 2031 but will be included for context.
Note that the Provincial Decision on Regional Official Plan Amendment No. 128 includes approvals, refusals and non-decisions with respect to the affected lands in the Kedron Study Area. The Provincial Decision has been appealed to the Ontario Municipal Board and hearings are pending.
The Kedron Planning Area comprises approximately 549 hectares (1,356 ac.) of land. The Kedron Planning Area is generally bounded by the East Branch of the Oshawa Creek and Ritson Road North on the west, the southern boundary of the Employment Areas shown in the Region's Amendment No. 128 to the Region of Durham Official Plan on the north, Conlin Road East on the south and Townline Road North on the east. The Kedron Planning Area boundaries are shown on the key plan.
The North Kedron Industrial Area comprises approximately 287 hectares (709 ac.) of land (excluding the Greenbelt) The North Kedron Industrial Area is located north of the Kedron Planning Area and is bounded on the west by Ritson Road North, on the north by the future Highway 407 alignment and on the east by Townline Road North (extended).
The East Windfields Industrial Area comprises approximately 45 hectares (111 ac.) of land (excluding the Greenbelt and non-developable lands). The East Windfields study area is located to the west of the North Kedron Industrial Area and is bounded on the south by the Part II Plan for the Windfields Planning Area, on the west by the Bridle Road right-of-way, on the north by the proposed Highway 407 Technically Preferred Route and on the east by Ritson Road North.

The study process involves the consideration of land use, urban design, environment, transportation, servicing, storm water management, archaeological and heritage resources and other matters.
The purpose of these studies are to:
- Prepare an Environmental Analysis for the entire combined Study Area
- Produce and implement a Part II Plan for the Kedron Planning Area inclusive of the necessary background studies and related components listed above
- Develop Concept Plans for the future North Kedron Industrial Area and East Windfields Industrial Area
The study will also identify improvements to infrastructure and will therefore proceed in accordance with Schedule B of the Municipal Class Environmental Assessment (EA) process. This study will be based on an "integrated approach" as set out in Section A.2.9 of the Municipal Class Environmental Assessment, which combines Planning Act and Environmental Assessment Act requirements and will address Phases 1 and 2 of the Municipal Class EA.
Residents, property owners and other interested individuals are invited to participate in the study. Public information centres have been held throughout the study to present the phases of the study and receive public input.
Work is presently underway toward the finalization of the study for presentation to the Development Services Committee and Council in 2012.
