Nominations

If a person wishes to run as a candidate in the 2022 Municipal & School Board Elections, they must file a nomination with the City Clerk. The nomination period opens Monday, May 2, 2022 and continues until Nomination Day, Friday, August 19, 2022.

Prospective candidates must complete the required forms from the Candidate Information Package and then file their nomination according to the Nomination Process.

Nomination Process

Nominations for Oshawa City Council or a school board trustee position must be filed in-person at City Clerk Services, located on the 5^th Floor of Rundle Tower at City Hall (50 Centre Street South, Oshawa). Nominations must be filed between:

8:30 a.m. and 4:00 p.m., Monday to Friday; or,
9:00 a.m. and 2:00 p.m. on Nomination Day (Friday, August 19).

Please note that nominations for the office of Regional Chair must be filed with the Regional Clerk at the Regional Municipality of Durham Headquarters located at 605 Rossland Road East, Whitby.

How to File

A prospective candidate or an agent acting on their behalf can file a nomination.

The Nomination Paper (Form 1) is to be filed with the City Clerk at City Clerk Services in the following manner:

Between 8:30 a.m. and 4:00 p.m., Monday to Friday or between 9:00 a.m. and 2:00 p.m. on Nomination Day, Friday, August 19.
With the prescribed Endorsement of Nomination (Form 2) completed by at least 25 persons endorsing the nomination who are eligible to vote in an election for an office within the municipality, if a regular election was held on the day that the person endorses the nomination. Please note:
- a person who is running for a ward councillor office may submit signatures from voters who do not live in that ward; and,
- school board trustee candidates are not required to submit endorsement signatures.
With the Declaration of Qualification on the Nomination Paper, signed by the person being nominated.
With the prescribed nomination filing fee of $200.00 for Head of Council and $100.00 for all other offices. The filing fee shall be paid by cash, debit card, certified cheque or money order payable to the City of Oshawa.
With proof of identity and residence as prescribed in O. Reg. 304/13, as amended.
With the F.O.I. Release Form.
With the Request for Voters’ List Form.

Agents filing a Nomination Paper on behalf of a prospective candidate must also provide:

Their own original identification as prescribed in O. Reg. 304/13 as amended, as well as an original or copy of identification as prescribed in O. Reg. 304/13, as amended, belonging to the person for whom the Nomination Paper is being filed.
Written authorization from the person for whom the Nomination Paper is being filed. The Agent Authorization Form is available for this purpose; additional, written authorization may be accepted at the discretion of the designated Election Official processing the nomination.

Campaign Period

A candidate’s campaign period commences on the day they file a nomination with the City Clerk and ends on January 3, 2023. A candidate must file a nomination paper before any campaign activity commences; this includes raising campaign funds or incurring campaign expenses.
