The Mayor’s Task Force on Community Safety, Security & Well-Being is comprised of community stakeholders to identify and propose opportunities to address community safety, security and well-being issues facing the city.

Due to the complexities of these issues, the task force is addressing priorities in multiple phases. Phase 1 is focusing on downtown Oshawa and the surrounding area.

Terms of reference

Mandate

The mandate of the Task Force is to bring together community stakeholders to identify and propose opportunities to address community safety, security and well-being issues facing our city. The Task Force will work collaboratively and provide suggestions to assist Oshawa City Council and staff in developing solutions. Since community safety, security and well-being is a large and complex issue that requires significant effort, the Task Force will address priorities in multiple phases.

Phase 1 will focus on the downtown and surrounding area bounded by Ritson Road on the east, Park Road on the west, Olive Avenue/ Gibb Street on the south and Adelaide Avenue on the north. Additional phases will be identified as necessary and may focus on other areas of the city.

Objectives

The objectives of the Task Force are to:

  • Engage and collaborate with local businesses, residents and other stakeholders regarding community safety, security and well-being issues and potential opportunities for improvement;
  • Ensure that the work of the Task Force complements and enhances the efforts and activities of the Regional wide Community Safety Well-being Plan; and,
  • Support communications regarding outcomes of the Task Force and increased awareness of safety, security and well-being in the community.

Composition and Qualifications

The Task Force is intended to be representative of the community partners, businesses and residents. Members are invited by the Mayor based on work experience, availability, demonstrated expertise, interest and participation in community safety, security and well-being matters.

Chaired by Deputy Mayor Bob Chapman, the Task Force membership includes:

  • Mayor Dan Carter
  • Oshawa Chamber of Commerce (1 representative)
  • Business Community Representatives (maximum 3 representatives)
  • Social Services Representatives (maximum of 2 representatives)
  • Residents Representatives (maximum of 1 representative)
  • Community Partner Representatives (maximum of 2 representatives)
  • Durham Regional Police Services

The Mayor may invite additional members as needed and may include additional participants on any working groups that may be established.

Frequency of Meetings

The Task Force will meet monthly. Working groups may meet more frequently as needed. The Chair may call additional meetings as required.

During the COVID-19 pandemic, meetings will be held online using meeting software (e.g. Webex, Microsoft Teams). Following the COVID-19 pandemic, meetings will be held at City Hall and/or online.

Remuneration

None.

Budget

The activities of the Task Force will be accommodated within the existing City Department budgets. Initiatives that require funding beyond the approved budget will be reported to Council for approval.

Task Force Support

The work of the Task Force will be supported by the Community Services, Corporate Services and Development Services Departments through the Chief Administrative Officer.
