A permit is required to move any oversize or overweight vehicle or load on any highway under the jurisdiction of the City.
Notice required |
- 10 to 15 business days prior to the requested start date of the permit
- In order to avoid delays in obtaining an annual permit, please ensure the permit request is submitted a minimum of 10 business days prior to the requested start date of the permit
An annual permit is valid for 12 months from the date of issue.

Insurance required |
- Automobile Liability Insurance required - The Mover must verify a minimum of $5,000,000 Automobile Liability insurance coverage for the vehicle hauling the large or oversized load
- Commercial General Liability (CGL) Insurance required - The Mover must verify a minimum of $5,000,000 CGL insurance coverage with the City of Oshawa named on the policy as an Additional Insured
- A Certificate of Insurance must be submitted to the City to verify valid insurance coverage required by this permit

Route map and traffic control |
- In addition to proposed route description on the application, a route map and traffic control plan may be required
- The applicant is responsible for obtaining clearance/approvals from Railway companies, Fire Services, Police Services, Emergency Medical Services (EMS), Durham Region Transit and overhead utilities
- The applicant is responsible for arranging police escorts and traffic control as required

Axle load drawing and/or structural stability report required |
For gross vehicle weights exceeding 65,000 kg, applicant will require to submit:
- Axle load drawing
- An evaluation by a qualified engineer/consultants may be required to confirm that all bridges/structures on the proposed route are safe for specific loading
- Pre and post road condition assessment report may be required

Overall Weight |
Recorded weight shall be for the load and transporting vehicle combined. A permit is required if the axle and/or gross weight exceeds the limits set out in the Highway Traffic Act. |

General conditions |
- No person shall move any oversize or overweight vehicle or load on any highway under the jurisdiction of the City, without first obtaining a Moving Permit
- No Licensee shall fail to produce a Moving Permit if requested to do so by the Commissioner or by any other person who is authorized to enforce the by-laws of the City
- No Licensee shall fail to comply with any of the conditions set out in a Moving Permit
- The driver of the vehicle must adhere to all applicable traffic regulations, By-laws and posted signs. The vehicle operator is not permitted to travel on any roadway restricted to heavy vehicle traffic or exceed weight limits, unless otherwise authorized
- Roadway damage deposit may apply and will be assessed on a permit by permit basis
- Approval of permit is subject to all requirements specified by the public utilities, all provincial laws, and any other approvals required by the City of Oshawa

Regional permit requirements |
If any portion of the route will be on a Regional Road in Oshawa, customer must obtain the Regional permit first. |
Permit fee |
The permit fee is $150.00 plus tax. |
