The Noise By-law provides standards for noise and applies to all properties within the City of Oshawa. The goal of the By-law is to reduce the impact of unwanted sound on the residents of the City.
The by-law applies to making, causing or permitting any noise, at any time, which is likely to disturb the quiet, peace, rest, enjoyment, comfort or convenience of the inhabitants of the City of Oshawa.
Public Authorities such as the Region, Province, Applicable Agencies and Federal government are not subject to the City’s Noise By-law.
Service Oshawa receives complaints about the Noise By-law and directs them to Municipal Law Enforcement for investigation and response.
Steps to Resolving a Noise Complaint
A noise exemption can be requested for events, activities, or use of construction equipment that may be contrary to the standards of the Noise By-law.
An Exemption Request to the Noise By-law application, plus the $250 application fee can be submitted to the Director of Municipal Law Enforcement and Licensing Services. Applications must be submitted at least 30 days in advance of the activity.
As part of the noise exemption process, City staff will send a letter to all property occupants and owners within 120 metres of the site advising of the details of the exemption request and providing the process to submit comments. The feedback received will be used in the consideration of the granting of an exemption request.
