Emergency Shelters
The Region of Durham is responsible for social housing and has emergency shelters for single men, women with and without children, and youth. Individuals can stay at an emergency shelter throughout the year if you have lost your housing and have no other place to stay. The Region advises that:
- shelter beds will be given to people who live in Durham first
- space is not guaranteed; please call the shelter for information
- when temperatures are expected to drop below minus 15 degrees Celsius, or if severe winter conditions are anticipated during the next 24 to 36 hours, emergency shelters may expand their services (e.g. increasing bed space by using cots, mats and motel rooms, and staying open during the day)

Cold Weather Response protocol |
The Cold Weather Response protocol starts November 15, 2020 and ends on April 1, 2021. When temperatures are expected to drop below minus 15 degrees Celsius, or if severe winter conditions are anticipated during the next 24 to 36 hours, the Region puts in place its Cold Weather Response Protocol. When the Protocol is in place, homeless shelters can expand their capacity to accommodate more people. These expanded services may include increasing bed space by using cots, mats and hotel rooms, and staying open during the day.
Overnight Street Outreach Warming Centre Program
An overnight warming centre will be located at New Life Community Centre, located at 33 Olive Ave. Oshawa, and operated by First Light Foundation of Hope. Beginning November 15, it will be open 7 nights a week from 10:00 p.m. to 6:00 a.m. The capacity is 15 guests who will be physically distanced on yoga mats and will be offered light refreshments. Admission will be on a first-come first-serve basis as there is no prior registration required for this location. For information please contact [email protected]
Mission United Hub
The Hub, located at the Back Door Mission 66 Simcoe Street South (Bagot Street entrance), is open daily from 9:00 a.m. until 4:00 p.m. For more information, please contact [email protected] or call 905-728-4664.
Shelter Capacity
Homeless shelters are continuing to use hotel spaces to maintain capacity while following physical distancing. Homeless shelters in Durham Region are housing focused and will also help people look for housing. Housing-Focused shelter programs usually have space available. Family Shelter Program Expanded
Eligibility for the family shelter program through Cornerstone is being expanded to accommodate couples. Eligibility is below:
- A couple with demonstrated co-residency (on the same OW/ODSP benefit unit for the last year or married/common law etc) who:
- Is a 55+senior couple.
- Has a demonstrated extenuating situation in which one person is clearly required as a care giver in the relationship that would require being sheltered together.
- Is expecting a child.
Couples in the Emergency shelter program would be required to meet all the other requirements of the program.

Unsheltered Supports |
Through a collaborative effort, outreach workers continue to connect with vulnerable and unsheltered individuals in the Oshawa community to offer connections to services and shelter and provide essential supplies, including hygiene products.
Additionally, various social services agencies in Oshawa provide warming stations and centres and offer washroom facilities and meals.

Unsheltered Support Calendar
Support for unsheltered individuals has remained a priority during the COVID-19 pandemic and continues to be an ongoing collaborative effort between the Region, City, service agencies and the faith community who continue to support and offer connections to our vulnerable community members.
The Support Calendar, developed by The Gap Committee provides information on the various social services agencies and faith based organizations that are able to provide unsheltered residents access to food options, washrooms, showers and a safe place to sleep. The calendar is organized by days of the week, locations and operating hours. Expanded shelter supports are available and more options are in place to support physical distancing and increased testing within the shelter system. View a map of the unsheltered locations
The Gap Committee facilitates collaboration between people with lived experience, service providers and community members to help fill in the gaps in services and find shared solutions to help those who are unsheltered and vulnerable in Durham Region.
