Oshawa Creek Site 3 – Preliminary Design and Municipal Class Environmental Assessment
The City of Oshawa (the City) has retained Palmer Environmental Consulting Group to prepare a Preliminary Design to address erosion concerns along Oshawa Creek, just downstream of Wentworth St. W. in the City of Oshawa. The location of the study area has been shown in the figure below.
This rehabilitation of the creek implements and further advances the preferred conceptual option recommended in Palmer’s “Fluvial Geomorphological Assessment of Oshawa Creek and Evaluation of Erosion Mitigation Strategies at Prioritized Sites Study” (2021). To review this background document, please see link in the Documents Section below. The Project Team invites public input and comments on the preliminary designs for erosion mitigation measures to protect at-risk infrastructure within the study area. Public feedback will be considered in the planning and design of this project.

The City wishes to ensure that anyone with an interest in this project has the opportunity to provide input on the preliminary design exercise. Except for personal information, all comments will become part of the public record. Stevenson Rd. N. Study
The City of Oshawa has retained Gannett Fleming Canada ULC to undertake a Municipal Class Environmental Assessment Study to determine appropriate upgrades to the Stevenson Rd. N. corridor from Taunton Rd. W. to Conlin Rd. W. The project will also review the need for a proposed east-west Type ‘C’ Arterial road in the Northwood Industrial Area (from the Oshawa/Whitby border to Stevenson Rd. N.).
Currently, Stevenson Rd. N. is a two-lane rural north-south road, with no paved shoulders or sidewalks. There is an opportunity to significantly improve the overall function of Stevenson Rd. N. by upgrading the roadway infrastructure and municipal services to contribute to the development of adjacent lands and advance economic and job creation opportunities for the City.
The Study is being completed in accordance with the Municipal Class Environmental Assessment (2023) as a Schedule ‘C’ project. The Study will consider a transportation strategy that will adequately address connectivity among all modes of transportation, road safety and traffic capacity.
