E-scooters and E-bikes

E-scooters and e-bikes are part of the growing ‘micro-mobility’ sector that increases transportation options for community members and visitors to explore our city and are normally used for shorter trips.

Pilot project

In 2020, the Ontario Ministry of Transportation (M.T.O.) launched a five-year pilot to permit e-scooters on roads.

The City of Oshawa opted-in to the e-scooter pilot project and updated its traffic and parking by-laws to recognize e-scooters, and to determine where they can and cannot be used, while also prioritizing the safety of all who use city roads, trails and pathways.

In 2025, council approved the recommendations of the report ED-25-14 and approved the continuation of the program into 2027. The Province has recently extended the duration of the pilot for an additional 5 years, until 2029.

  • Riders must be 16 or older to use an e-scooter.
  • Helmets are mandatory for riders under 18 years old and encouraged for all riders.
  • Only one person can ride an e-scooter at a time. Anyone riding with a child as a passenger can receive a fine.
  • The maximum speed limit is 20 km/hr.
  • E-scooters can operate on the City’s multiuse pathways, cycling facilities like cycle tracks and bike lanes and on roads with a speed limit of 50 km/h or lower.
  • Sidewalk riding is NOT allowed.
  • Pedestrians first: Always yield to walkers. Slow down and leave space when passing people.
  • Be considerate: Use your bell to alert others when passing pedestrians, on trails or in bicycle lanes.
  • Park responsibly: Park in a secure, upright position.
  • As per the Highway Traffic Act riders must not operate e-scooter while impaired.

  • Expect and look for people on e-scooters and e-bikes.
  • Keep to the right to allow others to pass on the left.
  • To ensure safety, e-scooters must produce a continuous sound to ensure to make others aware of their presence.
  • Remember to give at least 1m of distance between your vehicle and an e-scooter on the road.
  • Check your mirrors when exiting your vehicle to avoid colliding with oncoming e-scooter users.

Shared e-mobility project

Oshawa’s shared e-scooter and e-bike pilot program is back and will run into 2027. Through a competitive bid process, Bird Canada was chosen as the sole vendor to provide the program at no cost to the City or to Oshawa taxpayers.

Oshawa’s shared micromobility program is back with some changes. This year, there will be fewer devices, and they’ll be placed in the areas where people use them the most.

In addition, new “designated parking locations” will help keep sidewalks clear. Bird Canada uses geofence technology to create designated parking areas, no parking, and no riding zones, which include all sidewalks, parking garages, and parking lots.

The vendor will be required to respond faster to concerns, and there will be more vendor staff to help. There are also new rules to help keep people safe, including better training for riders and rules about not riding on sidewalks, parking garages, and parking lots.

The Skateboard and Bicycle by-law allows Durham Regional Police Services and Municipal By-law Enforcement Officers to issue fines for violations such as sidewalk riding. E-scooter vendor can suspend or ban riders for violations.

Shared e-scooters and e-bikes from Bird Canada must be parked within designated parking locations, which are signed and marked. Riders are unable to end their ride outside of these locations. Designated parking locations can be found in the Bird Canada app. For more information on accessing the app, see section below.

Parking shared e-scooters and e-bikes outside of these designated parking locations are not permitted and subject to fines as per the Skateboard and Bicycle by-law.

To assist with reporting, each e-scooter or e-bike has a printed number on it to identify the device in question.

People with visual impairment can use the information provided on the raised letter label to report.

Bird Canada is required to respond to devices parked incorrectly within 30 minutes. Community members can report parking and moving violations directly to Service Oshawa at 905-436-3311.

Personal e-scooters and e-bikes

Personal e-scooters, or micro-mobility devices outside of the shared micro-mobility pilot program, must be parked in an upright position in furniture zones of sidewalks (i.e. areas of sidewalks outside of path of travel, in line with bike racks or rings), bike racks or rings, and post racks. When parking personal e-scooters and e-bikes in furniture zones, give at least 2m of clearance for accessibility.

Parking and moving violations are subject to fines as per the Skateboard and Bicycle by-law.
