Public Meeting - 126, 136, 142 and 148 Townline Rd. N. - December 1, 2025

What:
A Planning Act public meeting will be held regarding applications to amend the Oshawa Official Plan (File: OPA-2025-01) and Zoning By-law 60-94 (File: Z-2025-03) submitted by GHD Ltd. on behalf of Kiya Investment Corp. for lands at 126, 136, 142 and 148 Townline Road North.

The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map at the public meeting. The applications have been determined to be complete.

When:
December 1, 2025 – 6:30 p.m.

Where:
This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.

Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on November 28, 2025 by contacting Legislative Services in writing at clerks@oshawa.ca.

Members of the public are also invited to submit correspondence concerning this matter. Please address your comments to Legislative Services at clerks@oshawa.ca by 4:30 p.m. on November 25, 2025 in order for your correspondence to be provided on the Agenda. Comments received by Legislative Services after 4:30 p.m. on November 25, 2025 and up to November 28, 2025 at 4 p.m. will be provided to Committee members at the December 1, 2025 Public Meeting. Correspondence submitted after 4 p.m. on November 28, 2025 should be sent to the City Contact identified below.

Why:
The applicant proposes to develop the site for a 5-storey, 155-unit apartment building.

The purpose of these applications is to:

  • Amend the Oshawa Official Plan by adding a site-specific policy to permit a maximum residential density of 180 units per net hectare; and,

  • Rezone the site from R2/R5-B/MIN (Residential/Major Institutional) to an appropriate site specific R5-B (Residential) Zone, to implement the proposed development with site specific conditions to permit certain performance standards such as, but not necessarily limited to, reduced parking, front yard and rear yard depths, landscaped open space, and distance of a parking area to a street line, and increased lot coverage, building height, density and projection of a balcony and roof.

  • To Provide Comments: Written submissions to the City of Oshawa may be delivered prior to the adoption of the Official Plan Amendment and the passing of the zoning by-law amendment, as noted above.

  • To Obtain Additional Information and Material: Additional information and material regarding the applications is available between 8:30 a.m. and 4:30 p.m., Monday to Friday, in the Economic and Development Services Department, 8th Floor, Rundle Tower, Oshawa City Hall, 50 Centre Street South, Oshawa, Ontario L1H 3Z7, or by calling or emailing the City Contact shown above.

  • To Access the Report: Copies of the report will be available beginning November 27, 2025, either online at https://calendar.oshawa.ca/Meetings or by contacting the City Contact shown above.

  • To Be Notified of the Decision:

    • Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.

    • Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.

  • To Appeal:

    • Official Plan: An Official Plan Amendment adopted by Oshawa City Council is forwarded to the Ministry of Municipal Affairs and Housing for approval, unless it is determined that the Amendment is exempt from the Minister’s approval during the review process. For an exempt Amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.

      If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.

      If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

    • Zoning: The decision to pass a Zoning By-law Amendment by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.

      If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Tribunal but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body is not entitled to appeal the decision.
