Disclaimer

The Terms of Use relate to the City of Oshawa's online sites, including but not limited to the City's:

  1. Corporate website, Oshawa.ca and its related webpages (including any Online Services) and Service Oshawa Online, ServiceOshawa.ca; and,
  2. Corporate social media accounts, including but not limited to LinkedInInstagramFacebookX and YouTube.

The access and use of these "online sites" is subject to the terms and conditions listed below.

Privacy policy

The City of Oshawa is committed to protecting your privacy and personal information whether you are browsing for information or doing business through the City of Oshawa’s website. The City is subject to the provisions of the Municipal Freedom of Information and Protection of Privacy Act, R.S.O. 1990, c. M.56, as amended (“M.F.I.P.P.A.”). The City will not use any personal information for any purpose other than the purpose for which the information was collected.

The City's privacy policy applies only to those sites operated by the City of Oshawa. The City does not control the privacy practices of external sites. Before submitting personal information, each individual should carefully review the privacy policies and practices of these sites.

The City of Oshawa collects non-identifying information from users of its website. This information includes the Internet Protocol (I.P.) address, type of browser, date and time of visit and the different webpages visited on the website. The information is used for statistical reporting purposes and to design and improve access to information and services available on its website. The City does not combine the information with other information or services to determine browsing habits on websites beyond those operated by the City, or to determine identities.

The City monitors website traffic information using log files on its website server. The purpose is for statistical reporting of how many visitors visit the website a day and how they find information. This information is analyzed and can result in changes to the website content and navigation in order to ensure it meets the needs of community members, businesses and visitors.

Cookie technology captures total and not individual information on visitor use patterns. The cookie is a computer code that tracks "traffic" so the City can determine how effective its websites are in providing information and services to the public. A cookie contains no information that can identify a user personally and the City of Oshawa acquires no knowledge of browsing paths once a user leaves the City’s websites. Apart from providing a performance measure, the data collected by the cookie is otherwise meaningless.

If you have set your browser to warn you before accepting cookies, you will receive the warning message with each cookie. You can refuse cookies by turning them off in your browser. This may disable some features on the City’s website, but all content will remain available to you. You can check your browser's "Help" files to learn more about cookies.

The City of Oshawa may collect, use, retain and/or disclose personal information when necessary for the proper administration of a lawfully authorized activity in accordance with provisions of M.F.I.P.P.A.

The City does not automatically gather personal information through oshawa.ca. However, personal information may be required as part of the registration and/or application process for a City program or service.

The City collects personal information for the following reasons:

  • to process your requests for services, products or additional information;
  • to communicate with you regarding services that you have requested; and,
  • to meet legal and regulatory requirements.

Whenever you are required to submit personal information, you will be provided with written notice that contains:

  • the legal authority for the collection;
  • the principle purpose(s) for which the information is intended to be used; and,
  • the title, business address and business telephone number of an officer or employee of the City who can answer any questions you may have about the collection.

If your personal information changes (e.g. name, address, postal code, telephone number, email address, etc.), or you no longer desire the City’s services, the City will endeavour to provide a way to correct, update or remove the information.

Accessibility

The City of Oshawa is committed to creating an accessible online environment and making its web documents available to everyone. There may be instances where not all content is in an accessible format, such as maps or Geographic Information System (G.I.S.) data; engineering drawings; site maps for planning applications; complex technical data; and, legacy documents. The City of Oshawa Logo is a registered trademark of The Corporation of the City of Oshawa. Any reproduction of the Logo without the City of Oshawa's expressed permission is prohibited.

Personal and non-commercial use limitation

The City's websites are for your personal and non-commercial use. Unless specifically authorized by The Corporation of the City of Oshawa, you may not modify, copy, distribute, transmit, display, perform, reproduce, publish, licence, create derivative works from, transfer or sell any information, software, products or services obtained from this website.

No unlawful or prohibited use

As a condition of your use of the City's websites, you warrant to the City of Oshawa that you will not use these websites for any purpose that is unlawful or prohibited by these Terms of Use.

Links to external sites

Clicking on a link to a third-party site will usually open a new browser window. The City provides these links as a convenience for visitors to the website. The inclusion of a link does not imply endorsement by the City of Oshawa, nor can we be held responsible in any way for the content found on any third-party website. The City’s privacy statement applies solely to information collected on the City website.

Wireless network

The City of Oshawa offers unencrypted wireless internet access to visitors in its facilities. Internet access is provided on a complimentary basis without any benefit financial or otherwise to the City. The wireless network is not a secure form of connection. Use of the wireless connection is done at the user’s own risk. By using this connection, patrons acknowledge that security breaches and malware are an inherent risk associated with any wireless service.

The City is not responsible for data transmitted or loss of information over the wireless network. Users should be aware that third parties may be able to obtain information about user's activities when using the wireless service to connect to the internet. Any information being sent or received over the wireless network could potentially be intercepted by another wireless user. Cautious and informed wireless users should not transmit their credit card information, passwords or any other sensitive personal information while using a wireless “hot spot”.

The City assumes no responsibility for the security and privacy of online transactions, or for any damage caused to a user's hardware or software due to power surges, security issues, hacking, malware, viruses or identity theft. Anti-virus and security protection are the responsibility of the user. Users agree that the City is not liable for any costs or damages, special, incidental or consequential, arising from the use of this service. The City is also not responsible for laptops or other devices left unattended. By using the City’s wireless internet access, you agree and hereby release, indemnify, and hold harmless, the City of Oshawa, its elected officials, employees, volunteers, agents and any affiliate, from any damage that may result from your use of this wireless internet access.

The City of Oshawa will not provide technical assistance on individual devices. Access is provided to users on an "as is" basis with no guarantee and no warranty. Wireless users are responsible for configuring and setting up their own equipment. The City is not responsible for any changes the user makes to the settings. The City cannot guarantee that every device will be compatible with its wireless network.

Users are not permitted to tamper with any equipment belonging to the City and are prohibited from damaging or disrupting service on the network or utilizing any means to intercept other user's data. By using this network, you agree to be solely responsible for the content of all information you disseminate. You also agree to use this network in a responsible and lawful manner.

In offering internet access, the City of Oshawa cannot guarantee that information found through the internet is accurate, authoritative or factual. The City cannot be held accountable for its content. Supervision or restriction of a minor’s (individuals under the age of 18) access to the internet is the responsibility of the parent or legal guardian.

Social media terms of use

The City of Oshawa uses its website (oshawa.ca) as its primary source of information. The City’s social media accounts enhance communication and information sharing.

The City of Oshawa monitors its social media accounts during business hours. As Service Oshawa is the City’s centralized customer service centre, users are encouraged to contact Service Oshawa for timely and accurate information.

Your engagement with the City of Oshawa through social media is in part governed by the terms of service and use of the respective third-party social media platform providers, as well as terms and conditions below and supports the City’s Respect + policies.

Content and comments shared on the City’s social media accounts by members of the community, partner organizations or other users does not necessarily represent the views of the City of Oshawa.

The City of Oshawa is committed to ensuring positive, safe, respectful, and welcoming spaces including online. To ensure that all communication through the City’s social media accounts remains productive and beneficial to all users, the City require all users to refrain from sharing content or comments that:

  • are stolen, or the user does not have the right to post;
  • violate any law, rule or regulation or any third party right;
  • are hate speech and/or incites hatred, racism, bigotry, discrimination or physical harm of any kind based on a protected ground in the Ontario Human Rights Code;
  • make abusive, defamatory, malicious, aggressive, threatening, violent, harassing, inflammatory, indecent, slanderous, tortious, disrespectful, hurtful, profane, obscene, threatening or illegal statements of any kind;
  • are sharing false, misleading and/or deceptive information;
  • are spam or a scam, including unsolicited or unauthorized advertising, promotional material or any other form of solicitation (commercial or otherwise);
  • are irrelevant and in no way related to the original content shared and/or does not further productive conversation on the original content topic; and/or,
  • include non-consensual personal information.

As part of the City’s commitment to promoting positive, safe, respectful and welcoming environments, the City has zero tolerance for aggressive behaviour, harassment or coarse language. The City reserve the right to take the following actions without notice:

  • hide or delete any material that goes against these Terms of Use; and/or,
  • ban future posts from users or mute/restrict/block users who repeatedly breach these Terms of Use.

The City of Oshawa also reserves the right to use and/or share any post or content along with the name and/or username of the person who made the post.

The City’s social media accounts may support local businesses and organizations within Oshawa's boundaries at its discretion.

During a regular Municipal and School Board Election, or in the case of a Municipal and/or School Board By-Election, the City will ensure its social media accounts remain neutral and do not become a platform for candidate campaigns or third parties to comment or attempt to sway public opinion on a candidate, question on the ballot or current member of Council, even if they are not seeking re-election.

The City responds to comments on its social media accounts on a case-by-case basis. While the City strives to respond to most comments during regular business hours, it may not respond to questions or comments that:

  • respectfully share opinions that contradict City policies, programs, etc. or decisions of Council;
  • are frivolous, vexatious or unreasonable requests;
  • go against these Terms of Use; and/or,
  • request information falling under the M.F.I.P.P.A..

The City encourages users to contact Service Oshawa for timely and accurate information as it cannot guarantee that it will be able to provide an answer or resolution on its social media accounts. By contacting the City through social media, you acknowledge and agree that any response we provide you through the same site is:

  • intended to provide helpful information or resources; and,
  • not considered definitive advice or guaranteed to solve your issue.

The City of Oshawa is not responsible for any personal information or other information posted by third parties and users on public social media websites.

Users should be aware that unless otherwise stated, all comments and personal information directed to the City of Oshawa are subject to M.F.I.P.P.A. and may be deemed releasable under the legislation.

Social media websites are third-party service providers that collect, store and manage personal information whenever users access and use the site. Please refer to the privacy policy for each social media website for particulars. The City of Oshawa does not control how social media websites handle personal information.

All information used for engagement with our social media accounts is subject to collection by organizations outside of Canada or storage and access on servers not belonging to the government.

We encourage users to contact Service Oshawa if personal information must be shared as part of a request.

Unless you have consent to do so, do not post any personal information belonging to others, including:

  • identifying particulars, such as a picture of a person’s face;
  • name, email address, phone number or address;
  • criminal, health, employment or financial information; and/or,
  • any identifying numbers (e.g., Social Insurance Number, License Plate Number).

These Terms of Use are subject to change by the City of Oshawa without notice.

Liability limitations

The material posted on the City’s online sites is not an official statement of the City’s policies, practices, services or procedures, and should not be construed as such. It is intended only to give general information about the City. In the case of a difference between the version presented online and the version in the City's records, the City's records shall be assumed to be correct.

The City and/or its respective suppliers may make improvements and/or changes to its online sites at any time. The City and/or its respective suppliers make no representations about the suitability, reliability, timeliness and accuracy of the information, software, products, services and related graphics contained on its website for any purpose. All such information, software, products, services and related graphics are provided "as is" without warranty of any kind. The City of Oshawa and/or its respective suppliers hereby disclaim all warranties and conditions with regard to this information, software, products, services and related graphics, including all implied warranties and conditions of merchantability, fitness for a particular purpose, title and non-infringement.

In no event shall the City and/or its suppliers be liable for any direct, indirect, punitive, incidental, special, consequential damages or any damages whatsoever including, without limitation, damages for loss of use, data or profits, arising out of or in any way connected with the use or performance of the City’s online sites, with the delay or inability to use its online sites, the provision of or failure to provide services, or for any information, software, products, services and related graphics obtained through its online sites, or otherwise arising out of the use of the City’s online sites, whether based on contract, tort, strict liability or otherwise. If you are dissatisfied with any portion of the City’s websites, or with any of these Terms of Use, your sole and exclusive remedy is to discontinue using our websites.

City of Oshawa online calendar

The purpose of the City's online calendar is to inform the public about upcoming events in the community and to provide an opportunity to promote community and local meetings and events.

The City's events and meetings calendar is designed to share information about upcoming events and to provide an opportunity to promote local meetings and events.

Postings will be approved based on the following criteria:

  • Events must take place in Oshawa, or be hosted by an Oshawa-based organization or an Indigenous organization
  • Submissions cannot be entered more than 12 months in advance
  • Each submission must include at least one contact source (phone number, email address or organization  U.R.L)
  • Both free and ticketed events are eligible. If there is a fee, the amount must be included in the submission description (e.g. Tickets start at $X)
  • If the event has age restrictions, ensure the details are added to the submission

Please note:

  1. Images and photographs will not be included with calendar postings and will be removed from community calendar submissions
  2. Submit complete event information at least 10 business days in advance of the event 
  3. To support accessibility, avoid bold or italic formatting as it may result in your  submission being declined\
  4. Duplicate information within a submission may be removed
  5. Submissions may also be cross-posted to the Region of Durham calendar

The City will not approve postings that are:

  • Personal fundraisers
  • Weekly classes, programs or camps
  • Political in nature 
  • Discriminate against any individual or group. Content must be free from material that could be deemed inappropriate, discriminatory, hateful, violent, abusive, insensitive, culturally appropriative or otherwise offensive to an individual or group 
  • Faith-based ceremonies or teaching
  • Postings that conflict with any laws, City by-laws or policies
  • Information workshops to solicit customers
  • For the sale of products or services unless a portion of the proceeds are donated to a not-for-profit organization in Oshawa (Note: the Durham Region based not-for-profit organization must submit the listing)
  • Yard sales or rummage sales unless a portion of the proceeds are donated to a not-for-profit organization in Oshawa (Note: the local not-for-profit organization must submit the listing)
  • Content that conflicts with the City’s values, vision or strategic goals 
  •  Content that conflicts with the City’s goals outlined in key strategic plans, including the Diversity and Inclusion Plan and the Culture Counts: Oshawa Arts, Culture & Heritage Plan

  • Approval and listing of a submission does not imply endorsement by the City of Oshawa.

Community event planning

The issuance of permits or licenses for community events is separate from the process of posting events to the online calendar. Event organizers are responsible for securing any necessary permits or licenses.

Property tax calculator

Persons may use the property tax calculator to review their property taxes based on the years’ final tax bill. Any capping calculations or other charges added after the final billing are not included.

Your use of the Tax Calculator constitutes your acceptance of the following terms and conditions:
  1. The City of Oshawa website is providing you with access to electronic information regarding your municipal property taxes upon your acceptance of these terms and conditions;
  2. The Taxation information provided through this calculator is strictly for your own personal, non-commercial use. You shall not transfer, sell, trade, pledge, sub-license, assign, lease or disseminate the Taxation information or any copy or print of it in any form whatsoever to any person, association, partnership, organization or any other party. This provision applies even to information which is otherwise in the public domain and to data forms which may not be copyrightable.
  3. By using this Tax Calculator, you acknowledge that the City of Oshawa is providing the Tax Calculator on an “as is” and “as available” basis. The City of Oshawa does not make any express or implied warranties, representations or endorsements with respect to the Tax Calculator. In particular, without limiting the generality of the foregoing, you acknowledge that the information provided through the Tax Calculator:
    • is an estimate only and may not reflect the true amount of property taxes based on the information inputted;
    • is unsuitable for purposes of transacting property sales or any other legally binding matters;
    • does not include legislated adjustments, collection costs, administrative fees or other charges;
    • does not reflect the actual tax account balance.

Application portal

The application portal is an all-in-one software designed to streamline planning, building permit and licence applications through a paperless process.

Forms submitted using the City of Oshawa’s Application Portal may collect personal information as defined under the M.F.I.P.P.A. This information is collected under the legal authority of the Municipal Act, 2001, S.O. 2001 c.25, as amended, and will be used and maintained by the City of Oshawa to process applications and/or requests for service related to the categories listed within the Oshawa Application Portal. Questions regarding this collection may be directed to the City’s Information Access and Privacy Officer at 905-436-3311.

All matters relating to your access to, or use of, the City's websites shall be governed by the statutes and laws of the Province of Ontario.
