What:
Applications have been submitted to the City of Oshawa by RG Consulting Inc. on behalf of 407 AT7 Centre Inc. for Approval of a Draft Plan of Subdivision (File: S-O-2025-03) and to amend Zoning By-law 60-94 (File: Z-2025-05) for lands at 2860 Thornton Road North as shown shaded on the map.
The applications have been determined to be complete.
A Notice of Public Meeting under the Planning Act will be advertised separately at a future date.
Why:
The purpose of these applications is to:
- Implement an industrial draft plan of subdivision (S-O-2025-03) which proposes to create seventeen (17) blocks consisting of twelve (12) employment blocks, a stormwater management pond block, and four (4) open space blocks, and one (1) arterial road and two (2) local roads; and,
- Rezone the lands from AG-A (Agricultural) to appropriate zones to implement the proposed draft plan of subdivision.

- To Provide Comments: Written submissions to the City of Oshawa may be delivered prior to the passing of the zoning by-law amendment and approval of the draft plan of subdivision to the attention of the City Contact noted above.
- To Obtain Additional Information and Material: Additional information and material regarding the applications is available between 8:30 a.m. and 4:30 p.m., Monday to Friday, in the Economic and Development Services Department, Floor 8, Rundle Tower, Oshawa City Hall, 50 Centre Street South, Oshawa, Ontario L1H 3Z7, or by calling or emailing the City Contact noted above.
- To Be Notified of the Decision:
- Subdivision: If you wish to be notified of the decision of the City of Oshawa in respect of this proposed plan of subdivision, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Subdivision: If you wish to be notified of the decision of the City of Oshawa in respect of this proposed plan of subdivision, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- To Appeal:
- Subdivision: The City of Oshawa is the approval authority for the draft plan of subdivision. If a person or public body would otherwise have the ability to appeal the decision of the City of Oshawa but does not make oral submissions at a public meeting, if one is held, or make written submissions to the City of Oshawa in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision to the Ontario Land Tribunal (Tribunal).
If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the City of Oshawa in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Tribunal but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
