Have your Say: Oshawa’s Growth Management Study moves forward

The City of Oshawa has launched Imagine Oshawa: the Oshawa Official Plan Review (the “Official Plan Review”), a city-wide initiative to guide how Oshawa grows and develops in the years ahead.

A key part of the Official Plan Review is a Growth Management Study, which will explore when, where and how future growth and development should happen in Oshawa. This includes planning for land uses and infrastructure to meet our needs today and in the future – and we need your input as the study moves forward!  

Three documents are being released as part of the Growth Management Study and will be available for public review prior to a Public Information Centre. These documents are: 

  • Land Needs Assessment – This document includes forecasts that refine how population, housing and employment growth are allocated to Oshawa. It also outlines the City’s associated land needs.

  • Employment Lands Strategy – This strategy analyzes Oshawa’s supply of employment area lands. It assesses whether there is enough employment land now and in the future, identifies any constraints and recommends updates to land use designations.

  • Intensification Strategy – This strategy evaluates Oshawa’s ability to support future population and employment growth by making better use of existing developed areas.

  • View the study background and complete a feedback form on Connect Oshawa (ConnectOshawa.ca/OPReview) or on paper at Service Oshawa, located at City Hall (50 Centre St. S.).

  • Attend the Public Information Centre on Tuesday, November 25 from 6:30 p.m. to 8:30 p.m. at Oshawa City Hall, C-Wing Committee Room (50 Centre St. S., enter from the Main South Entrance and immediately turn right). Doors open at 6:15 p.m.

    • An Open House “drop-in” session will be held at 6:30 p.m., followed by a presentation at 7 p.m. An opportunity to speak to the Study Team and ask questions will follow the presentation.

    • A copy of the presentation will be available following the Public Information Centre on Connect Oshawa.

Feedback may be submitted up to noon on Monday, December 15, 2025 and will be considered in the preparation of the final Growth Management Study and a future staff report to be presented to the Economic and Development Services Committee.
