Mayor Dan Carter statement on DRPS safety alert regarding high-risk offender release in Durham Region

Mayor Dan Carter has issued the following statement in response to the Durham Regional Police Service (DRPS) issuing a public safety alert regarding a high-risk offender, Keith Theodore Constantin. The DRPS has advised that the individual will be released on Sunday, October 11, 2026 in Durham Region: 

“The Durham Regional Police Service has advised that a high-risk offender who poses a significant risk to the community is scheduled for release on Sunday, October 11, 2026, following their completion of a court-imposed sentence. 

I want to thank the Durham Regional Police Service for proactively informing the public and for its continued efforts to monitor high-risk offenders and help protect our community. 

Residents have every right to be concerned when repeat and violent offenders are released back into our communities, and it is unacceptable that communities are being burdened by repeat and violent offenders. Community safety must remain our highest priority. 

I support efforts by both the Government of Ontario and the Government of Canada to strengthen bail and sentencing laws, particularly for repeat and violent offenders and those convicted of serious crimes. These reforms are vital to enhancing public safety and ensuring that justice is served fairly and effectively. 

Addressing these issues requires collaboration. I will continue to engage with the Solicitor General, Attorney Generals of Ontario, Region of Durham and our local MPs and MPPs to express the concerns being raised by our community and to advocate for ongoing action to improve public safety and the need for stricter conditions of release and strengthened bail and sentencing reforms. 

Thank you to the DRPS for its continued work to protect the safety of residents across the region. The DRPS will be monitoring the individual’s whereabouts and activities and has advised residents to remain vigilant and to report any suspicious or dangerous activity directly to the police.”
