Notice of Public Open House: Municipal Class Environmental Assessment for the First Ave./McNaughton Ave. corridor between Simcoe St. S. and Ritson Rd. S.

The City of Oshawa has retained Parsons Inc. to undertake the Central Oshawa Major Transit Station Area (M.T.S.A.) Area-specific Transportation Master Plan and Municipal Class Environmental Assessment for the First Ave./McNaughton Ave. corridor between Simcoe St. S. and Ritson Rd. S.

The M.T.S.A. Study Area is centered on the future Central Oshawa GO Station site located at 500 Howard Street.

The overall area of the Study is generally bounded by:

  • John St. and Eulalie Ave. to the north; 
  • Ritson Rd. S. to the east;
  • Highway 401 to the south; and, 
  • The Oshawa Creek Valley to the west. 

The Study Area also includes certain lands east of Ritson Rd. S. (see “M.T.S.A. Boundary” on map).

*Please note this study has been decoupled from the Master Land Use and Urban Design Plan Study, which has been completed under a separate cover.

Public Open House event details

The Study Team is hosting a Public Open House in-person to present information and gather feedback with respect to the recommended design for the reconstruction of the First Ave./McNaughton Ave. corridor between Simcoe St. S. and Ritson Rd. S. 

Date/Time:  Thursday, March 5, 2026 from 6 p.m. to 8 p.m. (Doors open at 6 p.m.)

The Open House will be “drop in” style with display boards provided for review. Members of the study team will be present to answer any questions.

Where: Bobby Orr Room, Civic Recreation Complex, 99 Thornton Rd. S., Oshawa.

Materials presented at the open house will also be provided online at: ConnectOshawa.ca/MTSAStudy.

Study Process

The Area-specific Transportation Master Plan (T.M.P.) is following the Master Planning process in accordance with the Municipal Class Environmental Assessment (M.C.E.A) as a Schedule “C” project.

Feedback will be received until noon on Friday, March 20 and will be considered in a future staff report to be presented to the Economic and Development Services Committee.
