Public Meeting - City-initiated Amendments - May 4
What:
A Planning Act public meeting will be held to consider City-Initiated Amendments to the Oshawa Official Plan, Zoning By-law 60-94 and the Brownfields Renaissance, Harbour Road Area and Wentworth Street West Community Improvement Plans (File: 12-12-5252).
When: May 4, 2026 – 6:30 p.m.
Where:
This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.
Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on May 1, 2026 by contacting Legislative Services in writing at clerks@oshawa.ca.
Members of the public are also invited to submit correspondence concerning this matter. Please address your comments to Legislative Services at clerks@oshawa.ca by 4:30 p.m. on April 28, 2026 in order for your correspondence to be provided on the Agenda. Comments received by Legislative Services after 4:30 p.m. on April 28, 2026 and up to May 1, 2026 at 4 p.m. will be provided to Committee members at the May 4, 2026 Public Meeting. Correspondence submitted after 4 p.m. on May 1, 2026 should be sent to the City Contact noted below.

Why:
- The proposed amendments to Zoning by-law 60-94 include such matters as:
- Amending Sections 1 and 4 by replacing references to the Local Planning Appeal Tribunal with reference to the Ontario Land Tribunal;
- Amending Section 2 to update the definition of “Outdoor Storage” to clarify that the outdoor display of unlicensed vehicles for sale is not outdoor storage;
- Amending Sections 2 and 5 to update the definition for “Surfaced” to include walkways and pathways and to specify that pathways leading to accessory apartments shall be “surfaced”;
- Amending Subsection 3.5 to update the holding symbol that applies to 70 King Street East to allow any use permitted in the UGC-A (Urban Growth Centre) Zone in the existing building as a permitted interim use;
- Creating a new Subsection 4.12 to introduce provisions for setbacks to pipelines for buildings, structures, parking areas, loading spaces and driveways;
- Amending Section 4 by changing the date for recognizing non-complying yard depths for any building from January 1, 2015 to January 1, 2023;
- Amending Section 4 to specify permitted yard encroachments of bay windows with a foundation and bay windows without a foundation;
- Amending Section 5 to update the maximum accessory building height and size regulations;
- Amending Section 5 to remove reference to minimum lot frontage requirements for accessory apartments that existed prior to June 23, 2014, and changing the date for the parking exemption for certain pre-existing accessory apartments from June 23, 2026 to June 23, 2028;
- Amending Section 6 and Schedule “A” to create a site specific zone for 300 Golf Street to permit a minimum driveway length of 5.5m leading to a private garage;
- Amending Section 24 to replace reference to Subsection 39.4.5 with reference to Article 39.4.5; and,
- Amending Section 33 and Schedule “A” – Map A3 by rezoning certain lands on the south side of Taunton Road West, west of Keith Ross Drive, from OSU (Urban Open Space) to AP-A(1) “h-109” (Airport) in part, AP-C (Airport) in part, OSH (Hazard Lands Open Space) in part, and AP-A/AP-B(1) “h-23” (Airport) in part as shown below in Zoning Maps 1 and 2.
- In addition, various amendments to the Oshawa Official Plan and Zoning By-law for specific properties are proposed as follows:
- Amending Section 2.4 of the Oshawa Official Plan by deleting Policy 2.4.2.6 which references appeals to the Local Planning Appeal Tribunal related to requests to redesignate industrial areas;
- Amending Kedron Part II Plan Schedule ‘A’, Kedron Land Use and Road Plan, by redesignating the lands at the northeast corner of Ritson Road North and Britannia Avenue East from Medium Density I Residential to High Density I Residential subject to a new Policy 8.7.4.18, and amending Schedule “A” – Map B4 of Zoning By-law 60-94 to rezone the same lands from R4-A(19).DBR40-60 “h-14” “h-38” (Residential) to R4-A(19).DBR 40-85/R6-C.DBR 40-160 “h-14” “h-38” (Residential) as shown below in Kedron Part II Land Use Map and Zoning Map 3;
- Amending the Kedron Part II Plan by adding a new Policy 8.7.4.18 to permit the lands at the northeast corner of Ritson Road North and Britannia Avenue East currently designated as Medium Density I Residential to also be developed with High Density I Residential and/or Medium Density II uses; and,
- Amending the Kedron Part II Plan by adding a new Policy 8.7.4.19 to permit the density to be averaged between the Mixed Use II and Medium Density II Residential areas on the south side of Nancy Diamond Boulevard east of Harmony Road North and west of the Oshawa Creek, subject to the density range being between 85 to 150 units per hectare (34 to 60 u/ac.), and amending Schedule “A” – Maps C4 and North Half of Zoning By-law 60-94 to rezone the same lands from R4-A(25).DBR 60-85 “h-14” “h-30” (Residential) to R4-A(32).DBR 60-150/R6-C(13).DBR 60-150 “h-14” “h-30” (Residential) and from MU-C(3) “h-14” “h-30” (Mixed Use) to MU-C(5) “h-14” “h-30” (Mixed Use) to implement the proposed changes to the Kedron Part II Plan as shown below in Zoning Map 4.
- Amendments to the Brownfields Renaissance, Harbour Road Area and Wentworth Street West Community Improvement Plans are proposed, specifically to extend the expiry date of each of the plans from December 31, 2026 to December 31, 2029.

- Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Community Improvement Plan: If you wish to be notified of the adoption of the amendments to the Brownfields Renaissance Community Improvement Plan, the Harbour Road Area Community Improvement Plan or the Wentworth Street West Community Improvement Plan, or of the refusal of a proposal to amend the above noted community improvement plans, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- To Appeal:
- Official Plan: An Official Plan Amendment adopted by Oshawa City Council is forwarded to the Ministry of Municipal Affairs and Housing for approval, unless it is determined that the Amendment is exempt from the Minister’s approval during the review process. For an exempt Amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
