Blue box curbside changes for small businesses

The Ontario government has introduced the Blue Box Regulation legislation (Ontario Regulation 391/21). As a result, the Region of Durham is no longer responsible for curbside Blue Box collection. Small businesses must now arrange private recycling services for their Blue Box materials. All recycling services are now managed by the Province’s program operator.

Downtown waste collection requirements

The City provides many services to keep the downtown clean and welcoming. A clean downtown creates a vibrant, safe space and supports community pride, business activity, tourism and growth. Keeping our downtown clean is a shared responsibility. We ask all property owners, businesses and community members to work together for a clean, litter‑free downtown.

The following information is for properties approved for municipal collection in downtown Oshawa.

Garbage collection

Property owners and residents must ensure that garbage is set out on time and on the right day. Materials left at the curb outside of the specified times may be subject to enforcement.

  • Garbage is collected weekly on Mondays, Wednesdays and Fridays at designated properties in the downtown core
  • Place materials at the curb no earlier than 6 p.m. the night before collection and no later than 7 a.m. the morning of collection
  • Collections that fall on a holiday will be picked up the next day. Collection will occur one day later for the remainder of the week
  • Maximum bag limit of 16 bags for curbside collection

Blue box recycling collection

For small businesses who used municipal blue box services

As a requirement of provincial regulations (Ontario Regulation 391/21) that took effect January 1,2026, all small businesses must now secure private recycling and waste-collection services to manage their recyclables.

This applies to storefronts, small offices and businesses in shared buildings. It is important to know that the Durham Region, the City of Oshawa and many other Ontario municipalities explored options to continue collecting these materials under the new program, however it could not be accommodated.

Blue Box material is accepted for recycling at any Regional Waste Management facility

The regional 2026 proposed budget includes waiving the fees at Waste Management Facilities for Blue Box materials. Any fee reduction would be subject to Council approval

Businesses may take recycling home and set out on their scheduled curbside collection day. There is no limit to the amount of recycling a residence can set out.

Some organizations may also have new responsibilities under the Blue Box Regulation if they give packaging or paper products to consumers in Ontario.

A business may be considered a Producer if it:

  • Manufactures packaged items
  • Imports packaged goods into Ontario
  • Applies a brand or private label to packaging
  • Sells packaged products directly to consumers

Under Durham Region's By-law 2024-009, owners and occupants must not set out garbage that includes Blue Box materials for collection. 

An Industrial, Commercial, or Institutional (ICI) property is any property that is not listed as residential under Municipal Property Assessment Corporation codes. Under the new rules, elementary and secondary schools, as well as non‑profit long‑term care homes, will still receive recycling services.

ICI properties that are not eligible for blue box collection and recycling include the following types:

  • All private sector businesses (including Downtown core businesses)
  • Place of worship
  • Daycares
  • Campgrounds (without households)
  • Public facing and internal areas of municipal buildings/facilities (e.g., libraries, arenas)
  • Not-for-profit organizations
  • Commercial farms

Municipalities in Ontario have never been required to collect waste or recycling from ICI properties. In the past, some municipalities offered this service when it was affordable and helpful to the community. Under the new rules, ICI properties are no longer eligible for recycling services, and without the cost savings from the residential program, the municipality can no longer provide this service.

There will be no changes to garbage collection. The City will continue to collect garbage at the curb for areas that meet the set‑out requirements in By-Law 2024-90

Downtown restaurant tote collection program

To reduce litter and leaks from broken garbage bags, especially those with restaurant food waste, the City has started the Downtown Restaurant Tote Collection Program for restaurants and businesses that produce a lot of food waste and receive curbside waste collection three times a week in the downtown core. The goals of the tote collection program are to:
  • continue to encourage a cleaner, safer downtown
  • reduce litter and staining of sidewalks caused by leaking garbage bags
  • improve safety for curbside waste collection staff,
  • decrease complaints about broken bags caused by vermin such as birds and animals

As part of this program, restaurants or businesses that generate waste in the downtown core must apply and order approved totes from the City.

Once you register and place an order, the City will review it and may contact you for more information. After your order is approved the tote(s) will be delivered to your business. 

This program applies to restaurants, cafes and business that generate large volumes of food waste and are located within the downtown core and receive municipal waste collection services three times per week. Business owners are required to register their address and order the approved tote(s) from the City of Oshawa. Please ensure that staff and/or property managers understand the requirements of the program. The following outlines the requirements of the Downtown Restaurant Curbside Tote Collection Program for the municipal collection of garbage.

Before collection

  • Mark the tote with your address
  • The owner is responsible for cleaning, maintaining and replacing broken totes.
  • The totes must be stored in a secure location between collections so as not to encourage illegal dumping
  • Don't overfill the tote with garbage. The contents of the tote should come out easily.
  • Garbage must be placed into garbage bags before placing material into the tote. Use a proper garbage bag, which must be strong, properly sealed and contain no sharp objects or materials that would otherwise be collected in the Region's blue box collection program
  • Businesses are not eligible for large item collection. Large items such as furniture must be taken handled separately by the property owner/tenant through private collection services or disposal

Day of collection

  • Set the tote(s) at the curb on time and on the right day. Leaving waste at the curb outside of the specified times, including over the weekend, encourages illegal dumping and attracts birds and rodents.
  • Place totes at the curb either the night before, after 6 p.m., or the morning of collection day before 7 a.m.
  • Bins must be placed at the curb so as not to block accessibility, movement in and out of stores, parking, or access to city infrastructure, such as benches and trees. Ideally, the totes should be placed in a location that is easily accessible by collection staff.
  • Winter safety. Ensure material is free of snow and ice and is visible to the collection crew. Do not place material on top of snowbanks.

After collection

  • Totes must be removed from the curb after collection to not encourage illegal dumping. Illegal dumping will be the responsibility of the owner.
  • Secure and store totes in the same area where waste is currently stored.
  • Keep totes clean and in good working order.

How do I register for a tote?

Business owners or their designate (manager) can register using the forms linked above. Alternatively, totes can be ordered by contacting Service Oshawa at 905-436-3311.

Who pays for the totes?

The City will subsidize half the cost of a business's first tote. Additional or replacement totes are available to purchase using the linked form. Businesses may be subject to costs associated with replacing damaged, vandalized or missing totes.

What size of totes are available?

There are two options for totes:

  • 64 gal (240 L) Tote - Fits approximately four standard garbage bags
  • 95 gal (360 L) Tote - Fits approximately six standard garbage bags

Can restaurants choose to share totes?

Restaurant owners may partner with a neighbouring restaurant to share totes. Indicate this through the registration process. Businesses sharing totes should place both addresses on the tote and agree on responsibilities.

Can I have more than one tote?

Yes. Additional totes should be used to accommodate all waste and can be purchased through the program. Please ensure that all waste from your restaurant can fit into the tote without overflowing.

What happens if my tote is broken or stolen?

There is a 10 year manufacturing default warranty on the totes. Damaged totes are reported by the business using the linked form. Form details must include the serial number so that we can work with the vendor to obtain a new tote. Sending a photo of the problem by email to Service Oshawa at service@oshawa.ca can be helpful.

Where a bin is damaged outside of the warranty due to handling, the City will replace the first tote at no cost. Replacement totes required due to vandalism or theft are available at a cost.

How do I order a tote for my restaurant?

Totes must be left at the property for the new owner, who must contact the City.

Will this be enforced?

Yes - all downtown businesses must comply with the City's Waste Collection By-law and therefore are subject to enforcement. Under the Waste Collection By-law, the General Manager of Operations (Director) has approved this tote for municipal waste collection services associated with the Downtown Restaurant Curbside Tote Collection Program.

Eliminate litter

Here are a few ways you can help keep our streets and sidewalks clean:

  • Set material at the curb on time and on the right day
  • Store and secure your waste between collection days. Leaving it at the curb outside set times, including weekends, encourages illegal dumping and attracts birds and rodent
  • Place material at the curb the morning of collection on windy days, and bundle or secure anything that might blow away
  • Restaurants must register and use approved garbage totes to prevent litter from torn bags, especially those containing food waste
  • Install and maintain ash receptacles to help smokers properly dispose of cigarette butts outside bars and restaurants
