City-Initiated Amendments to the Oshawa Official Plan, Zoning By-law 60-94 and Community Improvement Plans
Notice of Adoption of Amendment 236 to the City of Oshawa Official Plan
In accordance with Section 17(23) of the Planning Act, R.S.O. 1990, c.P.13, as amended, please be advised that By-law 63-2026 adopting Amendment 236 to the City of Oshawa Official Plan was passed by the Council of the City of Oshawa on the 22nd day of June, 2026.
The purpose and effect Amendment 236 to the Oshawa Official Plan is to:
- Delete Policy 2.4.2.6 of the City of Oshawa Official Plan.
- Amend Kedron Part II Plan Schedule ‘A’, Kedron Land Use and Road Plan, of the City of Oshawa Official Plan by redesignating the lands at the northeast corner of Ritson Road North and Britannia Avenue East from Medium Density I Residential to High Density I Residential subject to Policy 8.7.4.18 and adding a new site specific policy specifying that said lands designated as High density I Residential may also be developed with Medium Density I Residential uses or Medium Density II Residential uses.
- Amend the Kedron Part II Plan of the City of Oshawa Official Plan to add a new Site Specific Policy 8.7.4.19 for lands located on the south side of the future Nancy Diamond Boulevard between Harmony Road North to the west and the Oshawa Creek to the east, specifying that the calculation of net residential density may be averaged within the combined areas designated Medium Density II Residential and Mixed Use II provided a density range of 85 to 150 units per hectare (34 to 60 u/ac.) is achieved.
- Amend the Kedron Part II Plan of the City of Oshawa Official Plan by amending Policy 8.7.3.4.4 to include a reference new to site specific Policy 8.7.4.19.
Any written submissions made to Council and any oral submissions made at the public meeting were considered in making this decision.
A copy of the Official Plan Amendment and any background material is available to the public for inspection in the Economic and Development Services Department (8th Floor, Rundle Tower) at City Hall, 50 Centre Street South between the hours of 8:30 a.m. and 4:30 p.m., Monday to Friday.
The land to which the Official Plan Amendment applies is also the subject of a related application under the Planning Act for an amendment to the City’s Zoning By-law 60-94 under File 12-12-5252.
The proposed Official Plan Amendment is exempt from approval by the Minister of Municipal Affairs and Housing. The decision of Council is final if a notice of appeal is not received on or before the last day for filing a notice of appeal.
An appeal to the Ontario Land Tribunal in respect to all or part of this Official Plan Amendment may be made by filing a notice of appeal with the City Clerk. A notice of appeal must set out the objection to the Official Plan Amendment and the reasons in support of the objection. A notice of appeal must be filed either via the Ontario Land Tribunal e-file service (first-time users will need to register for a My Ontario Account) at https://olt.gov.on.ca/e-file-service/ by selecting Oshawa (City) Clerk as the Approval Authority, or by mail to the address listed below, no later than 4:30 p.m. on July 14, 2026 .The filing of an appeal after 4:30 p.m., in person or electronically, will be deemed to have been received the next business day. The appeal fee of $1,100 can be paid online through e-file or by certified cheque/money order to the Minister of Finance, Province of Ontario. If you wish to appeal to the Ontario Land Tribunal (OLT) or request a fee reduction for an appeal, forms are available from the OLT website at www.olt.gov.on.ca.
No person or public body shall be added as a party to the hearing of the appeal unless, before the amendment was adopted, the person or public body made oral submissions at a public meeting or written submissions to Council or, in the opinion of the Ontario Land Tribunal, there are reasonable grounds to add the person or public body as a party.
Any person or public body who has made a written request to the City of Oshawa to be notified of the proposed decision will be entitled to receive notice of the decision of the City of Oshawa.

Notice of Adoption of Amendments 5, 1 and 2 to the Brownfields Renaissance, Harbour Road Area and Wentworth Street West Community Improvement Plans, Respectively
In accordance with Section 17(23) of the Planning Act, R.S.O. 1990, c.P.13, as amended, please be advised that By-laws 60-2026, 61-2026 and 62-2026 adopting Amendments 5, 1 and 2 to the Brownfields Renaissance, Harbour Road Area and Wentworth Street West Community Improvement Plans, respectively, were passed by the Council of the City of Oshawa on the 22nd day of June, 2026.
The purpose of Amendment 5 to the City of Oshawa Brownfields Renaissance Community Improvement Plan is to extend the expiry date of the plan from December 31, 2026 to December 31, 2029.
The purpose of Amendment 1 to the City of Oshawa Harbour Road Area Community Improvement Plan is to extend the expiry date of the plan from December 31, 2026 to December 31, 2029.
The purpose of Amendment 2 to the City of Oshawa Wentworth Street West Community Improvement Plan is to extend the expiry date of the plan from December 31, 2026 to December 31, 2029.
Any written submissions made to Council and any oral submissions made at the public meeting were considered in making this decision.

Explanatory Note - Explanation of the Purpose & Effect of By-law Number 59-2026
The purpose of By-law 59-2026 is to make a number of City-initiated amendments to Zoning By-law 60-94 which consist of the following mix of City-wide and site-specific amendments:
- Amending Sections 1 and 4 by replacing references to the Local Planning Appeal Tribunal with reference to the Ontario Land Tribunal;
- Amending Section 2 to update the definition of “Outdoor Storage” to clarify that the outdoor display of unlicensed vehicles for sale is not outdoor storage;
- Amending Sections 2 and 5 to update the definition for “Surfaced” to include walkways and pathways and to specify that pathways leading to accessory apartments shall be “surfaced”;
- Amending Subsection 3.5 to update the holding symbol that applies to 70 King Street East to allow any use permitted in the UGC-A (Urban Growth Centre) Zone in the existing building as a permitted interim use;
- Amending Subsection 3.5 to add a new holding symbol that applies to certain lands along the south side of Taunton Road West, adjacent to the northwest portion of the Oshawa Executive Airport, to impose various conditions of development, as necessary;
- Amending Section 4 by changing the date for recognizing non-complying yard depths for any building from January 1, 2015 to January 1, 2024;
- Amending Section 4 to specify permitted yard encroachments of bay windows with a foundation and bay windows without a foundation;
- Amending Section 5 to update the maximum accessory building height and size regulations;
- Amending Section 5 to remove reference to minimum lot frontage requirements for accessory apartments that existed prior to June 23, 2014, and changing the date for the parking exemption for certain pre-existing accessory apartments from June 23, 2026 to June 23, 2028;
- Amending Section 6 and Schedule “A” to create a site specific zone for 300 Golf Street to permit a minimum driveway length of 5.5m leading to a private garage;
- Amending Section 24 to replace reference to Subsection 39.4.5 with reference to Article 39.4.5;
- Amending Section 33 to create a site specific zone for certain lands along the south side of Taunton Road West, adjacent to the northwest portion of the Oshawa Executive Airport, to allow aviation-related uses;
- Amending Section 33 and Schedule “A” – Map A3 by rezoning certain lands on the south side of Taunton Road West, west of Keith Ross Drive, from OSU (Urban Open Space) to AP-A(1) “h-109” (Airport) in part, AP-C (Airport) in part, OSH (Hazard Lands Open Space) in part, and AP-A/AP-B(1) “h-23” (Airport) in part;


- Amending Section 33 and Schedule “A” – Map A3 by rezoning certain lands on the south side of Taunton Road West, west of Keith Ross Drive, from OSU (Urban Open Space) to AP-A(1) “h-109” (Airport) in part, AP-C (Airport) in part, OSH (Hazard Lands Open Space) in part, and AP-A/AP-B(1) “h-23” (Airport) in part;
- Amending Schedule “A” – Map B4 of Zoning By-law 60-94 to rezone certain lands at the northeast corner of Ritson Road North and Britannia Avenue East from R4‑A(19).DBR40-60 “h-14” “h-38” (Residential) to R4‑A(19).DBR 40‑85/R6‑C.DBR 40‑160 “h-14” “h-38” (Residential); and,

- Amending Schedule “A” – Maps C4 and North Half of Zoning By-law 60-94 to rezone certain lands on the south side of Nancy Diamond Boulevard, east of Harmony Road North and west of the Oshawa Creek, from R4-A(25).DBR 60-85 “h‑14” “h-30” (Residential) to R4-A(32).DBR 60-150/R6-C(13).DBR 60-150 “h-14” “h‑30” (Residential) and from MU-C(3) “h-14” “h-30” (Mixed Use) to MU-C(5) “h-14” “h‑30” (Mixed Use).

Certain proposed amendments are also subject to Amendment 236 to the Oshawa Official Plan (File: 12-12-5252).
