Application
To amend the Durham Regional Official Plan (Envision Durham), Oshawa Official Plan and Columbus Part II Plan (File: OPA-2026-04) submitted by KLM Planning Partners Inc. on behalf of Setcon Investments Inc. for lands at 201 Columbus Rd. E.
The Oshawa Economic and Development Services Committee will be considering the above referenced application for the lands as shown shaded on the map at a future Planning Act public meeting. The application has been determined to be complete.
Proposal
The purpose of the application is as follows:
- Durham Regional Official Plan Amendment (Envision Durham): amend Map 1, Regional Structure – Urban and Rural Systems, by redesignating the south portion of the Subject Site from Employment Areas within the 2051 Urban Expansion Area to Community Areas within the 2051 Urban Expansion Area.
- Oshawa Official Plan Amendment:
- Amend Schedules ‘A’, Land Use, and ‘A-2’, Corridors and Intensification Areas, by adjusting the Boundary of the Major Urban Area to include the entirety of the Subject Site;
- Amend Schedule ‘A’, Land Use, by redesignating the central and south portions of the Subject Site from Prime Agricultural to Residential;
- Amend Schedule ‘C-1’, Renaissance Community Improvement Area and Urban Growth Centre Community Improvement Area, by adding the central and south portions of the Subject Site to Sub-Area ‘B’; and,
- Amend Schedule ‘E’, Part II Planning Areas, by adjusting the Part II Planning Area Boundary for the Columbus Planning Area to include the central and south portions of the Subject Site.
- Columbus Part II Plan Amendment:
- Amend Schedule “A”, Columbus Land Use and Road Plan, by adjusting the Columbus Part II Plan Area Boundary to include the central and south portions of the Subject Site and designating the portion of the lands subject to the boundary area expansion to Low Density Residential, Medium Density II Residential, Open Space and Recreation, Neighbourhood Park and Collector Road; and,
- Amend Schedule “C”, Columbus Environmental Management Plan, by adjusting the Columbus Part II Plan Area Boundary to include the central and south portion of the Subject Site and adding areas identified as Natural Heritage System and Hazard Lands to the lands subject to the boundary area expansion.

Written comments may be provided to the City of Oshawa at any time prior to the adoption of the Durham Regional Official Plan Amendment, the Official Plan Amendment or the Columbus Part II Plan Amendment.

To be Notified of the Decision
If you wish to be notified of the adoption of the Durham Regional Official Plan Amendment, the Official Plan Amendment and the Columbus Part II Plan Amendment, or the refusal of a request to amend the same, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
Appeal Information
Official Plan: An amendment to the Durham Regional Official Plan, the Oshawa Official Plan and the Columbus Part II Plan adopted by Oshawa City Council is forwarded to the Ministry of Municipal Affairs and Housing for approval, unless it is determined that the amendment is exempt from the Minister’s approval during the review process. For an exempt amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
Appeal Process: If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed amendment to the Durham Regional Official Plan, the Oshawa Official Plan and the Columbus Part II Plan is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed amendment to the Durham Regional Official Plan, the Oshawa Official Plan and the Columbus Part II Plan is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
