What:
Applications have been submitted to the City of Oshawa by Land Solutions Ontario on behalf of Oshawa (Conlin) Developments (BT) Inc. to amend the Kedron Part II Plan of the Oshawa Official Plan (File: OPA-2026-03), for Amendments to a Draft Approved Plan of Subdivision (File: S-O-2014-05) and to amend Zoning By-law 60-94 (File: Z-2026-03) for lands generally located north and south of Britannia Avenue East, east of Grandview Street North, as shown shaded on the map.
The applications have been determined to be complete.
A Notice of Public Meeting under the Planning Act will be advertised separately at a future date.
Why:
The purpose of these applications is to:
- Amend the Kedron Part II Plan by:
- Redesignating a portion of the draft plan of subdivision from Low Density Residential to Medium Density I Residential;
- Redesignating a portion of the draft plan of subdivision from Medium Density I Residential to Low Density Residential;
- Redesignating a portion of the draft plan of subdivision from Low Density Residential to Medium Density I Residential;
- Implement revisions to the Phase 2 portion of draft plan of subdivision S-O-2014-05 to permit 125 single detached dwellings and 212 street townhouse dwellings instead of the originally draft approved 172 single detached dwellings, 74 semi-detached dwellings and 72 street townhouse dwellings; and,
- Rezone the lands from R1-D(14) “h-14”, R1-E(31) “h-14”, R2(1) “h-14” and R3-A “h-14” (Residential) to R1-E(31) “h-14” and R3-A(11) “h-14” (Residential).

- To Provide Comments: Written submissions to the City of Oshawa may be delivered prior to the adoption of the Official Plan Amendment, the passing of the zoning by-law amendment and approval of the revisions to the draft plan of subdivision to the attention of the City Contact noted above.
- To Obtain Additional Information and Material: Additional information and material is available in the Economic and Development Services Department or by calling or emailing the City Contact as noted above.
- To Be Notified of the Decision:
- Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the City Clerk, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Subdivision: If you wish to be notified of the decision of the City of Oshawa in respect of this proposed plan of subdivision, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the City Clerk, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- To Appeal:
- Official Plan: The decision to adopt an Official Plan Amendment by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision of the Council of the City of Oshawa to the Tribunal.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, unless, in the opinion of the Tribunal, there is reasonable grounds to do so.
