New agreement strengthens noise‑mitigation efforts at Oshawa Executive Airport

The City of Oshawa and Durham Flight Centre (DFC) are pleased to announce that they have signed a Memorandum of Understanding (MOU) that introduces significant noise‑mitigation measures at the Oshawa Executive Airport and further support the airport’s role as an executive and emergency‑response hub.

The agreement represents a major milestone in the ongoing collaboration between the City and DFC. Built on a strong partnership and shared commitment, the MOU reflects a coordinated approach to addressing community concerns related to flight training noise and activity.

At the core of the agreement are substantial operational changes that have been implemented by DFC to directly reduce noise impacts. Effective May 1, 2026, these commitments include:

  • No circuit training operations on Sundays, eliminating all touch‑and‑go and full‑stop circuit training activities for the full day.
  • No circuit training operations on Saturdays after 4 p.m.
  • Minimum two‑hour aircraft booking slots on Saturdays after 4 p.m. and throughout Sundays, reducing the overall frequency of departures and arrivals.
  • Suspension of all flight‑training and aircraft rental operations on Ontario’s nine public holidays – New Year’s Day, Family Day, Good Friday, Victoria Day, Canada Day, Labour Day, Thanksgiving, Christmas Day and Boxing Day – as well as on the August Civic Holiday (first Monday in August).

The MOU marks another important step toward a more balanced airport model and reinforces the airport’s role as a key economic gateway for the region – one that supports corporate travel, general aviation, and emergency response operations.

This agreement builds on several initiatives that the City has implemented at the airport following Council’s endorsement of the 2024 Action Plan. This includes major investments in noise and safety infrastructure, including construction of a noise wall and sound barrier and the reconfiguration of Runway 12/30 to help reduce noise over residential neighbourhoods. Additionally, in October 2025, the City and DFC reached an agreement in which DFC committed not to expand its training fleet along with investments to upgrade its existing aircraft with quieter and more fuel-efficient components.

Established in 1997, Durham Flight Centre is a flight training and aircraft rental organization based at Oshawa Executive Airport. The organization employs over 30 individuals and provides pilot training, aircraft rental, and aviation-related services to students, licensed pilots, and local community members.

Durham Flight Centre conducts training in accordance with applicable Transport Canada regulations and standards, offering instruction ranging from introductory flight experiences through to advanced pilot licensing and ratings. Operations include both recreational and professional pilot training activities utilizing a fleet of single-engine training aircraft and a modern multi-engine training platform, the Tecnam P2006T.

The Tecnam P2006T features modern avionics, advanced fuel-efficient engines, and industry-leading noise reduction technology, making it one of the quieter multi-engine aircraft in its class. Unlike many traditional piston-engine aircraft, the P2006T operates on unleaded automotive fuel, significantly reducing lead emissions and lowering its overall environmental impact. Its contemporary design, reduced fuel consumption, and quieter operation support Durham Flight Centre’s commitment to responsible, environmentally conscious, and community-focused aviation operations.

For over 10 years, Durham Flight Centre supported the Royal Canadian Air Cadets Power Pilot Scholarship Program, helping more than 150 cadets obtain their Private Pilot Licences. Many of these individuals have gone on to careers with the Royal Canadian Air Force and throughout the broader aviation industry.

Numerous Durham Flight Centre graduates have continued on to successful aviation careers at all levels of the industry, including positions with Air Canada, WestJet, and Porter Airlines, as well as commercial, corporate, instructional, and specialized aviation operations across Canada.

As a long-standing airport tenant, Durham Flight Centre supports the continued growth of aviation within the City of Oshawa by contributing to aviation education, workforce development, and community engagement.
