Applications
To amend the Oshawa Official Plan, the Secondary Plan for the Samac Community (File: OPA-2026-06) and Zoning By-law 60-94 (File: Z-2026-05), submitted by 6IX LEV (Oshawa) Limited Partnership for lands at 1804, 1806, and 1808 Simcoe St. N. and 426 Niagara Dr.
The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map below at the Planning Act public meeting. The applications have been determined to be complete.
Proposal
The applicant proposes to redevelop the Subject Site with a new 10-storey mixed-use building consisting of 525 apartment units and 160 square metres (1,722 sq. ft.) of commercial floor space.
The current regulations permit the Subject Site to be redeveloped with a new 10-storey mixed-use building consisting of up to 392 units and 2,512 square metres (27,040 sq. ft.) of commercial floor space.
To make the proposed redevelopment possible, several amendments are being sought:
- Amendments to the Oshawa Official Plan and Secondary Plan for the Samac Community – to amend the site-specific policies to increase the permitted maximum residential density from 862 units per hectare to 1,138 units per hectare.
- Amendment to Zoning By-law 60-94 – to amend the MU-B(7) “h-100” “h-101” (Mixed Use) Zone applicable to the Subject Site to implement the proposed development with site specific conditions to permit certain performance standards such as, but not necessarily limited to, increased residential density, reduced rear yard depth, reduced landscaped open space abutting a Residential Zone, and reduced parking.

Attend the Meeting:
- In person: No registration is required to attend the meeting in person or to speak at the meeting in person.
Virtually:
- Members of the public wishing to speak to the Committee virtually via electronic means instead of in person must submit a request to Legislative Services at clerks@oshawa.ca by 12 p.m. on September 11, 2026.

- Comments received by Legislative Services at clerks@oshawa.ca between 4:30 p.m. on September 8, 2026 and 4 p.m. on September 11, 2026 will be distributed to all Members of Committee and Council prior to the September 14, 2026 Public Meeting.
- Comments provided after 4 p.m. on September 11, 2026 should be sent directly to the City Contact noted above.

To be Notified of the Decision
If you wish to be notified of:
- The adoption of the Oshawa Official Plan Amendment and Samac Secondary Plan Amendment or the refusal of a request to amend the same, and/or
- The decision of the City of Oshawa on the proposed zoning by-law amendment,
you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre St. S., Oshawa, Ontario L1H 3Z7.
Appeal Information
Official Plan: An amendment to the Oshawa Official Plan or Samac Secondary Plan adopted by Oshawa City Council is forwarded to the Ministry of Municipal Affairs and Housing for approval, unless it is determined that the Amendment is exempt from the Minister’s approval during the review process. For an exempt Amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
Zoning: The decision to pass a Zoning By-law Amendment by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
Appeal Process: If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Oshawa Official Plan Amendment or Samac Secondary Plan Amendment are adopted or the Zoning By-law Amendment is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Oshawa Official Plan Amendment and Samac Secondary Plan Amendment are adopted or the Zoning By-law Amendment is passed, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
