Public Meeting - 416 to 448 Malaga Rd. - June 1
What:
A Planning Act public meeting will be held regarding an application to amend the Oshawa Official Plan (File: OPA-2026-02) submitted by the Regional Municipality of Durham on behalf of the Durham Regional Local Housing Corporation for lands at 416 to 448 Malaga Road.
The Oshawa Economic and Development Services Committee will be considering the above referenced application for the lands as shown shaded on the map at the public meeting. The application has been determined to be complete.
When: June 1, 2026 – 6:30 p.m.
Where:
This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.
Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on May 29, 2026 by contacting Legislative Services in writing at clerks@oshawa.ca.
Members of the public are also invited to submit correspondence concerning this matter. Please address your comments to Legislative Services at clerks@oshawa.ca by 4:30 p.m. on May 26, 2026 in order for your correspondence to be provided on the Agenda. Comments received by Legislative Services after 4:30 p.m. on May 26, 2026 and up to May 29, 2026 at 4 p.m. will be provided to Committee members at the June 1, 2026 Public Meeting. Why:
The applicant proposes to develop the site with a 12-storey apartment building featuring 242 units, two 6-storey apartment buildings featuring 75 and 67 units, and two 3-storey stacked townhouse buildings featuring 18 and 15 units, with shared open space and surface and underground parking. The total number of dwelling units in the proposed development is 417 units. The applicant intends that approximately 50% of the units will be affordable and rent-geared-to-income units, and 50% will be market rate units.
The purpose of the application is to amend the Oshawa Official Plan to add a site specific policy to permit the proposed residential density of 254 units per net hectare.

To Be Notified of the Decision:
- Official Plan: If you wish to be notified of the adoption of the Official Plan Amendment or of the refusal of a request to amend the Official Plan, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
To Appeal:
- Official Plan: An Official Plan Amendment adopted by Oshawa City Council is forwarded to the Ministry of Municipal Affairs and Housing for approval, unless it is determined that the Amendment is exempt from the Minister’s approval during the review process. For an exempt Amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
