Public Meeting - 487, 489, 513 and 517 Bloor St. E. - June 1

What:
A Planning Act public meeting will be held regarding an application to amend Zoning By-law 60-94 (File: Z-2026-02) submitted by The Biglieri Group on behalf of Arcavia Bloor Holdings LP for lands at 487, 489, 513, and 517 Bloor Street East.

The Oshawa Economic and Development Services Committee will be considering the above referenced application for the lands as shown shaded on the map at the public meeting. The application has been determined to be complete.

When: June 1, 2026 – 6:30 p.m.

Where:
This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.
Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on May 29, 2026 by contacting Legislative Services in writing at clerks@oshawa.ca.

Members of the public are also invited to submit correspondence concerning this matter. Please address your comments to Legislative Services at clerks@oshawa.ca by 4:30 p.m. on May 26, 2026 in order for your correspondence to be provided on the Agenda. Why:
The applicant proposes to develop the site with a 9-storey long term care facility containing 208 units (256 beds) and an 8-storey mixed use building containing 76 apartment units and approximately 668 square metres (7,190.29 sq. ft.) of commercial floor space on the ground floor.

The purpose of the application is to amend the Zoning By-law 60-94 by rezoning the lands from R2/R3-A/R4-A/R6-B (Residential) to an appropriate site specific R6-D (Residential) Zone, to permit limited offices, retail stores, convenience stores and personal services uses and to implement the proposed development, with site specific regulations to permit certain performance standards such as, but not necessarily limited to, reduced front yard depth, interior side yard depth and parking, and increased building height.

  • To Be Notified of the Decision:
    • Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.

  • To Appeal:
    • Zoning: The decision to pass a Zoning By-law Amendment by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.

      If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body is not entitled to appeal the decision.

      If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
