Public Meeting - Britannia Ave E. and Grandview St. N. - September 14

Applications

To amend the Kedron Part II Plan of the Oshawa Official Plan (File: OPA‑2026-03), to amend an approved Draft Plan of Subdivision (File: S‑O‑2014‑05) and to amend Zoning By-law 60-94 (File: Z-2026-03), submitted by Land Solutions Ontario on behalf of Oshawa (Conlin) Developments (BT) Inc. for lands generally located north and south of Britannia Ave. E., east of Grandview St. N.

The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map at the Planning Act public meeting. The applications have been determined to be complete.

Proposal

The applicant proposes to develop the Phase 2 portion of approved draft plan of subdivision S-O-2014-05 with 125 single detached dwellings and 212 street townhouse dwellings, whereas previous approvals permit the Subject Site to be developed for 172 single detached dwellings, 74 semi-detached dwellings and 72 street townhouse dwellings.

To make the proposed new development possible, three amendments are being sought:

  • Amendment to the Oshawa Official Plan – Amend the Kedron Part II Plan by:
    • Redesignating a portion of the draft plan of subdivision from Low Density Residential to Medium Density I Residential; and,
    • Redesignating a portion of the draft plan of subdivision from Medium Density I Residential to Low Density Residential;
  • Draft Plan of Subdivision Implement revisions to the Phase 2 portion of draft plan of subdivision S-O-2014-05 to permit 125 single detached dwellings and 212 street townhouse dwellings instead of the originally draft approved 172 single detached dwellings, 74 semi-detached dwellings and 72 street townhouse dwellings; and,
  • Amendment to Zoning By-law 60-94 – To rezone the lands from R1-D(14) “h-14”, R1-E(31) “h-14”, R2(1) “h-14” and R3-A “h-14” (Residential) to appropriate R1-E and R3-A (Residential) Zones to permit single detached dwellings and street townhouses.

How to Participate

Attend the Meeting:

  • In person: No registration is required to attend the meeting in person or to speak at the meeting in person.

Virtually:

  • Members of the public wishing to speak to the Committee virtually via electronic means instead of in person must submit a request to Legislative Services at clerks@oshawa.ca by 12 p.m. on September 11, 2026.

The timing of when your comments are received affects how they will be shared with the Committee and Council:

  • Comments received by Legislative Services at clerks@oshawa.ca by 4:30 p.m. on September 8, 2026 will be included in the meeting Agenda.
  • Comments received by Legislative Services at clerks@oshawa.ca between 4:30 p.m. on September 8, 2026 and 4 p.m. on September 11, 2026 will be distributed to all Members of Committee and Council prior to the September 14, 2026 Public Meeting.
  • Comments provided after 4 p.m. on September 11, 2026 should be sent directly to the City Contact noted above.

To be Notified of the Decision

If you wish to be notified of:

  • The adoption of the Official Plan Amendment or the refusal of a request to amend the Official Plan,
  • The decision of the City of Oshawa on the proposed draft plan of subdivision, or
  • The decision of the City of Oshawa on the proposed zoning by-law amendment,

you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre St. S., Oshawa, Ontario L1H 3Z7.

Appeal Information

Official Plan: An Official Plan Amendment adopted by Oshawa City Council is forwarded to the Ministry of Municipal Affairs and Housing for approval, unless it is determined that the Amendment is exempt from the Minister’s approval during the review process. For an exempt Amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.

Subdivision: The decision for approval of a draft plan of subdivision by the City of Oshawa becomes final, subject to any appeals during the statutory appeal period.

Zoning: The decision to pass a Zoning By-law Amendment by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.

Appeal Process:

If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the Zoning By-law Amendment is passed or the revised draft plan of subdivision is approved, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment is adopted, the Zoning By-law Amendment is passed or the revised draft plan of subdivision is approved, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
