Applications

To amend the Oshawa Official Plan (File: OPA-2026-05) and Zoning By-law 60-94 (File: Z-2026-04) submitted by The Biglieri Group Ltd. on behalf of Menkes Ritson Road Inc. for lands at the northeast corner of Ritson Rd. N. and future extension of Nancy Diamond Blvd.

The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map at the Planning Act public meeting. The applications have been determined to be complete.

Proposal

The applicant proposes to develop the Subject Site (Block 4 of approved draft plan of subdivision S-O-2025-01) for two (2) new one-storey commercial buildings with approximately 2,406 square metres (25,899 sq. ft.) of total gross floor area.

Current planning policies and regulations permit the Subject Site to be developed for industrial uses only.

To make the proposed development possible, two amendments are being sought:

  • Oshawa Official Plan Amendment – amend Oshawa Official Plan Schedule ‘A’, Land Use, by redesignating the lands from Industrial to Planned Commercial Strip with a site-specific policy to only permit certain non-residential uses.
  • Zoning By-law 60-94 Amendment – rezone the site from PI-A(2) “h-98” (Prestige Industrial) to an appropriate PSC-A (Planned Strip Commercial) Zone, to implement the proposed development.

Attend the Meeting:

  • In person: No registration is required to attend the meeting in person or to speak at the meeting in person.

Virtually:

  • Members of the public wishing to speak to the Committee virtually via electronic means instead of in person must submit a request to Legislative Services at clerks@oshawa.ca by 12 p.m. on September 11, 2026.

  • Comments received by Legislative Services at clerks@oshawa.ca by 4:30 p.m. on September 8, 2026 will be included in the meeting Agenda.
  • Comments received by Legislative Services at clerks@oshawa.ca between 4:30 p.m. on September 8, 2026 and 4 p.m. on September 11, 2026 will be distributed to all Members of Committee and Council prior to the September 14, 2026 Public Meeting.
  • Comments provided after 4 p.m. on September 11, 2026 should be sent directly to the City Contact noted above.

To be Notified of the Decision

If you wish to be notified of:

  • The adoption of the Oshawa Official Plan Amendment or the refusal of a request to amend the Oshawa Official Plan, and/or
  • The decision of the City of Oshawa on the proposed zoning by-law amendment,

you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre St. S., Oshawa, Ontario L1H 3Z7.

Appeal Information

Official Plan: An Official Plan Amendment adopted by Oshawa City Council is forwarded to the Ministry of Municipal Affairs and Housing for approval, unless it is determined that the Amendment is exempt from the Minister’s approval during the review process. For an exempt Amendment, the decision to adopt by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.

Zoning: The decision to pass a Zoning By-law Amendment by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.

Appeal Process: If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment or Zoning By-law Amendment is adopted, the person or public body is not entitled to appeal the decision.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the proposed Official Plan Amendment or Zoning By-law Amendment is adopted, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal, as appropriate, unless, in the opinion of the Tribunal, there are reasonable grounds to add the person or public body as a party.
