By-law Enforcement
Municipal Law Enforcement (MLE) Officers work with people to ensure they are complying with a variety of by-laws. They also respond to complaints and identify property use violations. We do not respond to civil matters.
The Enforcement By-law ensures all MLE Officers follow a transparent, consistent, fair, unbiased and effective process for the enforcement and prosecution of alleged contraventions of municipal standards.
The property maintenance and standards section may help you understand some of the common requirements of a property owner.
Enforcement process
You can make a by-law complaint by contacting Service Oshawa.
You will be required to provide
- Your name, address and phone number (information about a complainant is confidential)
- The address of the property with the violation
- Details about the concern
Note: Anonymous complaints are not investigated.
Appeal process
Where an enforcement action is disputed, the City’s Administrative Monetary Penalty Appeal Processes provide clear and appropriate mechanisms to challenge an order, penalty or decision, including independent review by a Screening Officer and, where requested, a Hearing Officer.
Enforcement matters are determined based on evidence and due process, ensuring decisions are considered fairly and consistently. the rights of those subject to enforcement and the public interest.
