Official Plan

The Oshawa Official Plan is the blueprint that sets out the land use policy directions for long-term growth and development in Oshawa. It shows where new homes, businesses, offices, and stores can be built. It also explains what services (like roads and parks) will be needed, when they will be needed, and how different parts of the city will grow over time.

The Official Plan helps the City plan for the future in an organized way. It covers the whole city and is used to help make rules about zoning and building standards.

The Official Plan also includes several Part II Plans, which are special plans for certain areas of the city. These plans give more detailed rules for how land in those areas can be used. Right now, there are seven Part II Plans. The newest one is the Columbus Part II Plan.

Official Plan reviews

The City reviews the Oshawa Official Plan regularly through a “municipal comprehensive review” to make sure it continues to meet the City’s changing needs and is consistent with Envision Durham, the Region of Durham’s Official Plan, as well as Provincial policies. Changes to the Oshawa Official Plan are also sometimes required to allow new development or redevelopment. These changes are made through a process called an Official Plan Amendment.
