The Office of the C.A.O. is the link between Council and Administration and comprises three branches:
Corporate Communications
Corporate Communications provides strategic communications that support the Corporation, the Oshawa Strategic Plan and the City’s other strategic and master plans through:
- advertising
- community engagement
- media relations
- emergency communications
- branding (including City of Oshawa logo use)
- social media

Corporate Strategic Initiatives support the leadership team in developing and aligning corporate priorities through:
- Oshawa Strategic Plan
- Strategic and Corporate Planning
- Corporate Performance Measurement

- Diversity Equity and Reconciliation
- Intergovernmental and Stakeholder Relations
- Corporate Projects and Continuous Improvement
- Risk Management
- Community Partnerships and Grant Administration
Legislative Services
Legislative Services provides meeting management and administrative support to:
- City Council and its Committees
- corporate records management
- information access and privacy
- Municipal elections and Council appointments
- Service Oshawa – a central customer service centre
