Safety and Facilities Services
The Safety and Facilities department delivers and maintains City infrastructure as well as programs and services for the safety of all residents. The department has three branches:
In addition, the Oshawa Executive Airport reports through this department.
Capital Project Delivery
The Capital Project Delivery (CPD) team is responsible for the strategic planning and capital delivery of the City’s core assets (facilities and parks) to achieve/maintain desired levels of service and minimize risk to the Corporation. Core responsibilities include:
- Capital planning to prioritize and guide infrastructure investments
- Project delivery to oversee the execution of capital projects
- Energy management and sustainability initiatives to enhance efficiency and environmental responsibility

Fire Services
Utilizing the three lines of defence supported by the Fire Protection and Prevention Act legislation, Fire Services provide public safety through:
- prevention
- education
- code enforcement
- emergency response
Municipal Law Enforcement and Licensing Services (M.L.E.L.S.)
M.L.E.L.S. manages the administration and enforcement of regulatory by-laws and standards to improve public health and safety; promote consumer protection and administers programs and processes for:
- Business and Property Licensing
- Lotteries and Pet Welfare
The Branch also conducts research and designs policy in response to regulatory issues or changes.

Aviation Services - Oshawa Executive Airport
The Oshawa Executive Airport is an aviation gateway to the City of Oshawa and the Greater Toronto Area. The role of the airport is to serve the City of Oshawa and the Region of Durham as a vital component of the transportation infrastructure supporting business and building community.
