Committees

Please note we are not presently seeking volunteers for Advisory Committees at this time.

The City of Oshawa uses Standing and Advisory Committees to assist Council in dealing with matters. Standing Committee meetings are held every four weeks, and most Advisory Committees meet monthly.

Meetings are held in person in the Council Chamber or the Committee Meeting Room. Webcasts (live and archive) are provided for convenience only.  Failure of the audio or video streaming equipment for a Meeting or any part thereof does not invalidate the outcome of the meeting.

Standing committees

Each Standing Committee has five members of Council, and the Mayor is ex-officio a member of all Standing Committees. Standing Committees make recommendations to Council on matters within their purview. City Council has the final say on all matters.

Community and
Operations  Services  Committee

The Community and Operations Committee is responsible for providing advice and recommendations to Council resulting from matters related to Recreation Services, Operations Services, Community Support Services,  subject matters under the authority of the Office of the C.A.O. which relate to the Community and Operations Services Committee and any City Branches or outside agencies reporting to Council on matters similar to matters listed under the authority of the Community and Operations Services Department.

Corporate and
Finance Services Committee

The Corporate and Finance Committee is responsible for providing advice and recommendations to Council resulting from matters related to Finance Services, Human Resources, Innovation and Transformation, Information, Technology Services, and Legal Services, subject matters under the authority of the Office of the C.A.O. which relate to the Corporate and Finance Services Committee and any City Branches or outside agencies reporting to Council on matters similar to matters listed under the authority of the Corporate and Finance Services Department.

Economic and
Development
Services Committee

The Economic and Development Committee is responsible for providing advice and recommendations  to Council resulting from matters related to Building Services, Business and Economic Development Services, Engineering Services and Planning Services, subject matters under the authority of the Office of the C.A.O. which relate to the Economic and Development Services Committee and any City Branches or outside agencies reporting to Council on matters similar to matters listed under the authority of the Economic and Development Services Department.

Safety and
Facilities Services
Committee

The Safety and Facilities Committee is responsible for providing advice and recommendations to Council resulting from matters to Facility Management Services, Fire Services, Municipal Law Enforcement, the Oshawa Executive Airport, subject matters under the authority of the Office of the C.A.O. which relate to the Safety and Facilities Services Committee and any City Branches or outside agencies reporting to Council on matters similar to matters listed under the authority of the Safety and Facilities Services Department.

Advisory committees

Citizens are encouraged to take part by volunteering for a position on an Advisory Committee. Membership on an Advisory Committee is based on the Committee's Terms of Reference.

Advisory Committees report as needed through Standing Committees based on subject matter.

The Advisory Committee Policy and Procedure guides the Advisory Committees.

The Oshawa Accessibility Advisory Committee (O.A.A.C.) is a statutory Committee required by the Accessibility for Ontarians with Disabilities Act, 2005. The Committee advises Council and staff on specific initiatives to reduce and prevent barriers to cultivate inclusion within the community.

The O.A.A.C. consists of nine citizens appointed by Council and one Council member appointee. A majority of the members shall be persons with disabilities. The other members are individuals who have an interest in accessibility issues.

The Oshawa Animal Care Advisory Committee (O.A.C.A.C.) assists, advises and educates City Council, staff, key stakeholders and the wider Oshawa community on ways to continually improve the efficient and compassionate care of animals within the City of Oshawa.

A key part of O.A.C.A.C.'s function will be to:

  • find and evaluate potential initiatives
  • provide expert opinions and network with other subject matter experts on issues
  • assist and promote existing and future projects
  • support fundraising and grant applications
  • facilitate training of stakeholders and the general public

The O.A.C.A.C. has four members of the public, six representatives from animal advocacy groups appointed as Stakeholder Members and one Council member.

The Oshawa Environmental Advisory Committee (O.E.A.C.) mandate is to assist, advise and educate City Council, staff and the community for the protection, enhancement, restoration, management and appreciation of the natural and built environments.

The O.E.A.C. has 11 members - ten citizens (with preference given to up to two students), and one Council member.

Heritage Oshawa is the City's Municipal Heritage Committee and works within the guidelines of the Ontario Heritage Act and the Oshawa Official Plan. Heritage Oshawa's mandate is to advise and assist Council on all matters relating to preserving and promoting cultural heritage resources within the City of Oshawa.

Key activities include:

  • Researching heritage properties
  • Updating the Heritage Oshawa Inventory
  • Nominating properties to the Register of Properties of Cultural Heritage Value or Interest
  • Reviewing development applications or demolition permit applications
  • Promoting education and awareness about Oshawa's cultural heritage resources and heritage conservation

City committees

There are several ways to be involved in the City of Oshawa. Consider participating in one of the following committees, councils or task forces.

Agencies, boards and other committees

Citizen appointments are made upon the election of a new council or as vacancies arise. The City advertises vacancies on the website and on Public Notice Bulletin Boards in City Facilities. The City also reaches out to community organizations and partners to promote vacancies.
