Councillor Bob Chapman, MMM, MOM, CD, CMM III
Councillor Chapman is a lifelong resident of Oshawa living in Ward 3 for the past 23 years. He and Diane have been married for 53 years and have two grown sons.
Councillor Chapman served the citizens of Oshawa and Durham as a member of the Durham Regional Police for over 30 years, retiring in July 2010 at the rank of Superintendent. After retiring his desire to continue serving his community was why he ran for office. Bob was elected as an Oshawa Regional and City Councillor in 2010 and re-elected in 2014, 2018, and 2022.
For over 37 years he served our country as a member of the Canadian Army (both Regular and Reserve components), retiring in November 2007 at the rank of Colonel. Among his proudest accomplishments was serving as Commanding Officer of Oshawa's own Ontario Regiment (RCAC), from 1994 to 1997. In 2016 the Minister of National Defence appointed Bob as the Regiment’s Honorary Lieutenant Colonel and promoted him to Honorary Colonel in 2019.
From 1999-2001, Colonel Chapman commanded 33 Canadian Brigade Group, then comprised of over 2000 reserve and regular soldiers located in the military district stretching from Sault Ste Marie across to Ottawa/Hull and back to Oshawa.
In addition to successfully completing numerous police and military executive, leadership and management programs, Bob is a graduate of the University of Toronto’s Rotman School of Management Police Leadership Program, the Queen’s University School of Business Public Executive Program, Durham College Business Management Skills Program, and the Land Forces Command and Staff College Army Reserve Command and Staff Course.
In 2007, he was certified as a Municipal Manager Level III (CMM III) Executive by the Ontario Municipal Management Institute.
Councillor Chapman is a Member of the Order of Military Merit (MMM), a Member of the Order of Merit of the Police Forces (MOM) and a Serving Brother of the Order of St John (SBStJ). He has been awarded the Canada 125th Anniversary Medal, the Queen’s Golden Jubilee Medal, the Canadian Forces Decoration (CD) with three clasps and the Police Exemplary Service Medal.
Councillor Chapman currently serves in the following positions:
Oshawa:
- Deputy Mayor;
- Vice-Chair of the Economic and Development Services Committee; and
- Member of the Community & Operations Services Committee.
Durham Region:
- Chair of the Community Growth and Economic Development Committee;
- Chair of the Central Lake Ontario Conservation Authority Board;
- Chair of the Durham Region Local Housing Corporation; and
- Member of the Development Charges Complaint Committee.
