How do I register?
Set up your Oshawa Application Portal account
Follow these stepsExample
Step 1 - Sign in if you already have an account. If you need to create one, select "Sign up now". Sign up now image
Step 2 - Enter your email and select the "send verification code" button.  Verification code

Step 3 - Look in your inbox for an email from “Microsoft on behalf of City of Oshawa ([email protected])”.

This email will contain your code .

Step 4 - Enter this code, and select the "Verify code" button.  Verification

Step 5 - Enter your new Password and confirm the password then check the box for “I Agree” to the terms of use and select “Create”.

Step 6 - The next step will verify your email.  Select “Send verification Code”.

Then select "Continue" to take you to the Application Portal to complete the process of registering for an account .

Step 7 - Complete all required fields (e.g. full name, contact number) and save your information.

Congratulations! Your account has been successfully created and you will now see the homepage.

Step 8 - Select "Portal Home" to go to the homepage to begin your application process.

Step 10 - From the Portal homepage submit applications, review statuses, request inspections for building permits, and search for properties.

I forgot my password?
  1. On the Sign In page, select “Forgot your password?”.
  2. Enter your email address for your account.
  3. Select “Continue”.

Follow the instructions to reset your password.

How do I see the items I have previously submitted?

View all applications and permits that you have already submitted using the application portal by:

  1. Sign in, then select “My Items” - The applications and permits are listed in separate sections.

  2. To see all your items, select “Expand All”.
  3. To see only specific applications, select the appropriate application heading.
  4. Select the Application number of the application you wish to see.
  5. Select any item using the "Application Number" to view the status and details about the application.

How do I add others (e.g. authorized agents, owners and applicants) to my Project or Application?

Only registered portal users associated as a contact to an application can view, upload or download from your application.

  1. Ensure the individual is registered as a portal user.
  2. Sign in to our application portal and select "My Items".
  3. From here you can expand the type of application you would like to see.
  4. Press the Share button - found under your application reference number.
  5. A new page will open, select "Add New Shared Contact".
  6. Enter the email address of the registered user.

How do I remove others (e.g. authorized agents, owners and applicants) to my Project or Application?

  1. Sign in to our application portal and select "My Items".
  2. From here you can expand the type of application you would like to see.
  3. Press the Share button - found under your application reference number.
  4. A new page will open, select “Unshare All” to remove all shared contacts, or select the X beside the appropriate contact name.

How do I update my account email on an existing account?

If you've changed your email address but already have an existing Oshawa Application Portal account,
follow these steps to ensure your account and linked information are updated:

  1. Create a new account with your new email address by visiting the Oshawa Application Portal website.
  2. Let us know of the account update by emailing Request Support with the following:
    • Your old email address
    • Your new email address
    • Your name and any other relevant account details
  3. Once Oshawa staff receive your details, they will use CityView to locate any permits or applications associated
    with your old email account. They will then re-link these permits and applications to your new account

By completing these steps, your account and associated records will reflect your new email address. 

How do I link my older applications to a Portal Account?

If your application was submitted to the City prior to December 2, 2024, you will need to create a portal account, first. Once you’ve created your portal account, then provide your account name and your application / license number to your current staff contact at the City of Oshawa, who will then link your existing application / license to your portal account. This will enable you to see it or check the status once logged in to the application portal.

How do I select the most appropriate building application type?

Application options
TypeDescription

Add a Dwelling unit

Choose this for adding an apartment, accessory unit, basement apartment, granny suite to an existing house, apartment building or accessory building. Learn about Accessory Apartments.

Addition

Choose Addition-Residential when adding any addition to an existing house, apartment building or motel/hotel. Examples also include; attached garage/carport, sunroom, adding additional storey(s). 

Choose Addition-Non Residential when adding any addition to an existing non-residential structure. 

Alteration or Renovation

Includes but not limited to; interior finish, alteration, interior gutting, repairs to building envelope, fire damage repair, vehicle impact repair, fire alarms, fire code retrofit, sprinkler systems and electromagnetic locks.

Change of Use When the changes of the use of the building mean an increase in hazard for the purposes of section 10 of the Building Code Act. This could be to the entire building or part of the building. Some examples are converting residential to office, converting a retail store to a restaurant. Even if no construction is proposed, if a change of use is proposed a building permit is required.

Deck, Porch, Ramp, Balcony, Walk-up

When only a deck, porch, ramp, balcony or walk up is being constructed choose this application type.  If you are completing renovations, an addition or new construction and a deck, porch, balcony or walk-up is included, you will not use this application type. Visit our Decks page to learn more.

Demolition Includes residential and non-residential buildings as well as accessory structures. Find Demolition requirements.

Designated Structure

 
Includes communication or transmission tower, wind turbines for houses, retaining wall or shoring (more than 3 meters high), or storage tanks (above or underground).
Detached Garage, Shed or Gazebo Visit our Sheds and Garages pages before constructing a new accessory building.

Foundation

Choose this option when constructing a foundation for a relocated, pre-occupied or pre-fabricated building. If you are constructing a New Building and require the foundation permit first, please apply for the New Construction of the building, and then request a partial permit for the foundation.

Mechanical (HVAC)

Select for HVAC roof top units, HVAC duct work, furnace, heating unit replacement, commercial cooking exhaust system, spray booth and dust collector, add on system, space heater, make-up air unit, exhaust fan or geothermal system.

New Construction

Choose New Construction-Residential when constructing a house, apartment building or motel/hotel.

Choose New Construction-Non Residential when constructing a non-residential building.

Choose New Construction-Production builder if the house plans have already been certified through the Certified Model Plans process and the house is part of a plan of subdivision.

Plumbing Choose this for backflow preventer, holding tank (new installation or repair to existing) inside sanitary and storm piping (all buildings other than houses), manhole, catch basin, interceptor, sump pumps, outside water services (domestic & fire – all buildings other than houses), plumbing only and site services.
Public Pool Choose this if you are constructing or renovating a public pool.  Public pool means a structure, basin, chamber or tank containing or intended to contain an artificial body of water for swimming, water sport, water recreation or entertaining, which the general public is admitted.

Pool Enclosure 

To apply for a pool enclosure application visit the Engineering/Pool Enclosure section of Portal homepage.

Renewable Energy

Choose this if you are doing Solar Panels, or other renewable energy project.

For Geothermal please apply under Mechanical. 

For wind turbines please apply under Designated Structure.

Sewage System

Choose this if you are converting from septic system to sewer, or for any new or repair to septic system.
Sign  Select when installing any fascia, ground, pylon, canopy, roof, projecting or billboard sign. Learn more about Oshawa sign requirements.
Temporary Sign

Choose this when installing a temporary sign. Temporary signs include: Commercial Mobile signs, Sandwich board signs (downtown area only) Special Event Banner and signs associated with a temporary sales trailer. View temporary sign requirements.

Temporary Structure Tent  Select this option for a constructing or installing a temporary sales office or tent.

Certified Model Plan (found under Planning Application button)

Choose this if you are a developer with a Plan of Subdivision and wish to have your models certified. Learn about the Certified Model Plan (C.M.P.) application process.

How do I see the previously submitted applications or check the status?

View all of applications and permits previously submitted in the application portal by:

  1. Signing in, then select “My Items”.  Applications and permits are listed in separate sections.
  2. Select “Expand All”.
  3. To view specific applications, select the appropriate application heading.
  4. Select the reference number of your application.
  5. Select any of your items by choosing the "Application Number" and the system will show you the current status and details about the application.

Check the status of an application:

  1. Sign in to our application portal and select "My Items".
  2. From here select the type of application you would like to see.

Any applications that has been submitted will be listed with the application number, status, and date created. Select an application to view more details.

What happens if I can’t find my application once I am logged in?
  • Is your Oshawa Application Portal account a “contact” on the application for which you are searching? If your Oshawa Application Portal account is not a contact on the application, your privileges are restricted to viewing the application summary. If you believe you should be listed on the application, please contact the Primary Contractor or Property Owner. You may be asked to provide documentation to be added to the application.
  • Was your application formally submitted? Please ensure the submit button was selected at the end of the “Review & Submit” tab and the Submitted tab is completed.
What kind of documents and images can be uploaded? 

You must submit and upload the required documents to support your application.

The following file formats will be accepted to create a new application:

  • .PDF (Adobe or Acrobat)
  • .JPG (photo or image)
  • .XLSX (Microsoft Excel)

Please note:

  • Files in zip format will NOT be accepted.
  • Submitted documents and images must be less than 100MB.
  • All files must be unsecured and not password protected.
  • Please provide file names that correspond to the type of document to help staff identify each file.

  • For Planning Applications:
    • Application Form.pdf

How do I upload documents and images for an existing application?
  1. Sign in to our application portal and select "My Items".
  2. From here you can expand the type of application you would like to see. Select the appropriate application.
  3. Select "Upload Submittals" to upload documents related to the specific application.
How do I save my application for later?

Applications created through our Portal can be saved while in process and submitted later.  “Save Application for Later” will appear at every step of the application process at the bottom of the page. The applicant will be promoted with a confirmation message before saving the application for later. Once confirmed, all application information and any documents will be saved in the Portal Document Repository. Saved applications will get a temporary reference number until the application is submitted.

Applicants can find any saved applications in “My Items” on Portal. Ensure "Show All" is selected at the top right of your application list. By selecting “Resume this Application”, applicants can add information from where they left off. The options to save the application again or submit it will still be available.

Applicants have the option to discard any applications saved for later from "My Items" by using "Discard Application." Selecting this will prompt the user with a confirmation message. Once confirmed, the record is cancelled, and all saved documents will be deleted from the Portal Repository.

Saved applications will automatically expire after 30 days. The applicant will be sent a message before their application will expire, reminding them that their application will expire, and their data will be lost.

Check the status of an application

To check the status of an application:

  1. Sign in to our application portal and select "My Items".
  2. Expand the type of application you would like to see.

Any submitted applications will be listed with the application number, status, and date created. Select any application to see more details.

How to download a file

To request an inspection of your existing permit:

  • Sign into our application portal and select 'My Items'.
  • Expand the type of application of interest.
  • Select the "Application Number" to expand and view details.
  • Scroll to "Documents & Images" to view downloadable documents.

If you don't see a 'Request Inspection' button under your permit in 'My Items', please contact us at 905-436-3311.

Payments

How do I pay fees on an existing application through Oshawa Application Portal?

To pay for an existing application:

  1. Sign in to our application portal and select "My Items".
  2. Then expand the type of application to view options.
  3. If there are fees owing, you will have a button under the application application number. Select the button to pay. Note: Alternatively, you can select the "Application Number" to expand the application and scroll to find the “Pay Fees” button.
  4. Once selected you will be taken to the online payment page to complete the transaction. Note: Fees over $10,000 must be paid in-person or by cheque to the City of Oshawa.
  5. Once the payment transaction is complete, you will be returned to your application page.

To print a copy of your receipt, scroll to "Documents & Images" and select the Receipt to view. 

Please note: For some application types, fees will appear as payable, once your application is verified/accepted by staff.
