The City of Oshawa offers a variety of parking permits to meet the unique needs of community members, visitors and businesses.

Accessible Parking Permits

There are accessible parking spaces at City facilities, parking garages, surface lots and on street in the downtown. The City offers some parking privileges and exemptions to vehicles displaying a valid accessible parking permit.

How to obtain a permit

Service Ontario issues the permits. Visit the Service Ontario website or call 1-800-267-8097.

What is allowed with this permit?

Vehicles displaying a valid permit may park:

  • For up to four hours when the three hour general parking limit applies, unless otherwise signed
  • Without paying where a fee is required for a parking space on-street or in a parking lot. That is:
    • Meters, pay by plate machines and paid permit parking areas on-street (up to the posted time limit)
    • Pay and display machines in municipal lots (up to 24 hours)

What is not allowed with this permit?

Vehicles displaying a valid permit cannot park:

  • In no stopping zones
  • In no parking zones
  • Longer than the posted limit, e.g. one hour or two hours permitted parking
  • Between 2 a.m. and 6 a.m. December 1 to April 1
  • On or over a sidewalk or boulevard
  • Within an intersection or crosswalk
  • Within 10 m of an intersection
  • In such a manner as to interfere with the movement of traffic
  • In such a manner as to interfere with snow clearing
  • In such a manner as to interfere with highway maintenance operations
  • Upon a bridge
  • In front of or within 2 m of a driveway
  • Within 3 m of a fire hydrant
  • In a fire route
  • Within any bus stop or school bus loading zone
  • In any other location where parking would create an obvious hazard or impediment

Other details

Accessible parking permits shall not be altered or defaced in any way. Photocopied or reproduced copies (by any means) are not valid. Persons using copied, altered or fraudulently obtained permits may be charged under the Highway Traffic Act.

Accessible parking permits are issued to the individual with the disability; the permit privileges are not transferable. The permit is not valid when displayed on a vehicle and the vehicle is not being used to pick up or transport the permit holder. If someone is using your permit to park in an accessible parking space when you are not present, a parking ticket may be issued for parking in the space without a valid permit and they are subject to being charged under the Highway Traffic Act.

The permit may be retained for misuse and may not be returned to the permit holder. The permit holder must re-apply to Service Ontario for a new permit only after the court case is completed.

For more information on Accessible Parking Permits, please refer to the Ontario Highway Traffic Act and the Revised Regulations of Ontario 1990, Reg. 581.

City of Oshawa Traffic By-Law 79-99 establishes parking privileges on public parking areas and on roadways under the jurisdiction of the City of Oshawa for holders of accessible parking permits issued by the Province of Ontario. Any vehicle in which a valid accessible parking permit is properly displayed will be permitted the privileges outlined above. Motorcyclists with an M or M2 valid driver's licence and a valid Accessible Parking Permit may display their Accessible Parking Permit motorcycle plate decal instead of displaying their Accessible Parking Permit as long as they carry with them their Accessible Parking Permit in the event they are asked to produce a permit for inspection by law enforcement.

Home Healthcare Worker Parking Permits

Organizations providing home health care services can apply for annual parking permits for their staff providing services in client's homes.

What is allowed with this permit?

The permits only provide an exemption from the following regulations:

  • No Parking from 2 a.m. to 6 a.m. December 1 through April 1
  • Parked at expired meters, pay and display or pay by plate controlled spaces
  • Parked longer than three hours (or signed time limit if posted otherwise)

All other parking regulations and restrictions apply.

What is not allowed with this permit?

Permit holders cannot park:

  • In a "No Parking" area
  • In no stopping zones
  • In no parking zones
  • On or over a sidewalk or boulevard (including paved driveway apron and grassed areas)
  • Within an intersection or crosswalk
  • Within 10 m of an intersection
  • In such a manner as to interfere with the movement of traffic
  • In a way that interferes with snow clearing. Interfering means causing a plow or salt truck to veer off the path and go around a vehicle or preventing a plow or truck from entering an area or street. For road safety reasons, the road needs to be cleared and salted from curb to curb.
  • In such a manner as to interfere with highway maintenance operations
  • Upon a bridge
  • In front of or within two metres of a driveway
  • Within three metres of a fire hydrant
  • In a fire route
  • Within any bus stop or school bus loading zone
  • In any other location where parking would create an obvious hazard or impediment
  • In violation of any other parking restriction established in the Traffic By-law

Other Details

  • Permits are not to be used:
    • Where services are provided in a designated care facility (e.g. group home, nursing home, long-term care home, etc.)
    • By staff who work full-time at a designated care facility (as above)
  • Permits shall not be altered or defaced in any way
  • Photocopied or reproduced copies (by any means) are not valid
  • Persons using copied, altered or fraudulently obtained permits may be charged under the Highway Traffic Act
  • Vehicle must be on home healthcare business
  • Vehicle must display permit with current validation sticker

How to obtain a permit

Organizations must apply on behalf of their healthcare workers by contacting Service Oshawa. 

Occasional Use Parking Permits

An Occasional Use Parking Permit (O.U.P.P.) provides parking on residential streets for visitors and special circumstances that prevent homeowners from parking in their driveways.

  • Occasional Use Parking Permits are NOT valid during snow clearing operations.

Areas of use

Permits are only valid in three hour parking areas.

Permits are NOT valid:

  • Where signs are posted with other conditions while those conditions are in effect - outside of those condition hours, the space reverts to a three hour limit and a permit can be used:
    • In downtown paid parking spaces
    • In No Parking areas

All other parking regulations apply.

Permit details

  • Each licence plate is allowed ten days per calendar year
  • Permits will be valid one hour from issuance - until that time, vehicles need to comply with all parking regulations
  • Permits expire at midnight on the last day
  • A printed permit is not required to be displayed on the vehicle - Municipal Law Enforcement Officer devices will know if a vehicle has a valid permit

Recreational vehicles

Permits can be used for unoccupied, plated recreational vehicles.

What is the cost of a permit?

There is no cost for an Occasional Use Parking Permit.

How to obtain a permit

  • Permits can be issued 24 hours a day, seven days a week, using our online booking tool.
  • You may also call or visit Service Oshawa between 8 a.m. to 6 p.m. Monday to Friday, or 9 a.m. to 1 p.m. Saturday.
    • Note: O.U.P.P.s cannot be issued more than 14 days (2 weeks) in advance.

To obtain an Occasional Use Parking Permit you will need to provide:

  • Licence plate number
  • Area vehicle to be parked in
  • Dates the permit is required

 

Residential Parking Permits

Residential Parking Permits help reduce congestion on residential streets with a large volume of non-resident parked vehicles.

What is allowed with this permit?

Where it is signed that permits are required:

  • Vehicles with this permit are allowed to park for a maximum of three hours between 8 a.m. to 5 p.m., Monday to Friday
  • On Arthur St. and Harold St.:
    • Vehicles with this permit are allowed to park for a maximum of three hours on any day at any time
  • On Maddock Court:
    • Vehicles with this permit are allowed to park for a maximum of three hours between 7 a.m. to 7 p.m., on any day

What is not allowed with this permit?

All other parking regulations apply.

What is the cost of a permit?

There is no cost for a Residential Parking Permit.

Who can obtain a permit?

Occupants and homeowners who own the vehicle being parked.

How to obtain a permit

Applications to be completed at Service Oshawa and require:

  • Valid vehicle registration confirming proof of ownership
  • A driver's licence or utility bill confirming proof of residency at that address

Veteran Parking

The City is pleased to offer veterans exemption from some parking fees.

These exemptions apply to all vehicles displaying a valid veteran licence plate issued by the Ontario Ministry of Transportation. These are plates with a red poppy and the word "Veteran" underneath.

Vehicles with these plates can park free in on-street parking spaces and City of Oshawa off-street parking lots. Free parking is also available in Parking Garage 1 (Centre St.) and Parking Garage 3 (Mary St.) when an attendant is on duty. However, maximum parking time limits still apply.
