Message from the Tracy Adams, C.A.O.
As Chief Administrative Officer (C.A.O.), I am privileged to lead the City's administration team. Our job is to serve community members and businesses and ensure that the City is operating efficiently and effectively.
The Oshawa Strategic Plan, developed and approved by City Council, guides our work. The strategic goals of the City are:
- INNOVATE: vibrant culture and economy
- BELONG: inclusive and healthy community
- CARE: safe and sustainable environment; and
- LEAD: governance and service excellence.
The City's administration includes the Office of the C.A.O. and four other departments led by Commissioners. It is our honour to serve this city and its community members and businesses. Together we provide direction and support to the City's dedicated and talented staff.

Commissioner Stephanie Sinnott leads the Corporate and Finance Services Department which provides services to support City initiatives and address customer needs. The department has five branches.

The Economic and Development Services, lead by Commissioner Anthony Ambra, delivers services contributing to the City’s development. The department comprises four branches: Building Services

Engineering ServicesEngineering Services works with other City branches to plan, design, and manage infrastructure projects that support Oshawa's growth. These projects focus on transportation and stormwater services, meeting industry regulations and standards for construction, design, and maintenance, including:
This branch also reviews and manages new infrastructure as the City grows, planning for future needs through Master Planning to support City development. Additionally, Engineering Services manages technical standards that prioritize public safety, the environment and the effects of climate change.
