Facility Needs Assessment
The City's Parks, Recreation Library and Culture Facility Needs Assessment (P.R.L.C.) guides investment in indoor and outdoor facilities in both established and new growth areas. The city has experienced tremendous growth since the last P.R.L.C. in 2015, and as a result, Oshawa community members are invited to help inform this update.

In January and February 2023, we called on the Oshawa community to help shape the future of Oshawa’s parks, recreation, library and culture facilities.
Community members could provide feedback online on Connect Oshawa or on paper at Service Oshawa, City recreation facilities or any Oshawa Senior Community Centres or Oshawa Public Libraries branch during regular business hours.
Feedback received will be considered in the development of the draft update to the P.R.L.C. Recommendations will focus on how the City’s indoor and outdoor facilities can support the physical, social and mental health, inclusion and wellbeing of the Oshawa community as a whole.
2015 P.R.L.C.
In November of 2015, the P.R.L.C. was approved by Council. Your participation was crucial to this project and allowed us to understand your needs and preferences. The feedback collected from community members, community organizations, facility users, and partners formed the basis of the recommendations and have collectively planned our future.
By providing facilities that inspire an active and creative community, the P.R.L.C. recognizes the role of parks, recreation, library, and cultural facilities in maintaining the quality of life enjoyed by residents and building upon the City's historical achievements in these areas. The City, through its Community Services Department and Oshawa Public Libraries, aspires to provide a balance of facilities oriented to sports, leisure, culture, learning, and otherwise healthy living.
