Corporate and Finance Services
The Corporate and Finance Services department has five branches that provide services to support City initiatives and address customer needs.
Finance Services
Financial Reporting and Planning is responsible for the preparation and administration of the City's corporate asset management plan, operating budget and multi-year capital plan, providing financial and accounting advice, preparation of financial statements, the strategic financial plan and development charges background study.
Financial Services and Procurement is responsible for the purchase of goods and services to ensure competitive pricing, quality goods and services and timely delivery, payroll, accounts payable, banking, cash management, investments, risk management and insurance. This section also performs a lead role in the development and implementation of corporate financial systems.
Taxation Services is responsible for the preparation and distribution of property tax notices and certificates, and the collection and accounting of all tax revenue.
Human Resource Services
Human Resource Services is responsible for overseeing all human resource activities for the City of Oshawa.
Information Technology Services
Information Technology Services is responsible for technology solutions that are vital to the efficient delivery of services to the public. This includes:
- information technology and communications infrastructure
- information security controls and cybersecurity systems
- business applications and database management
- Geographic Information Systems (G.I.S.)
Innovation and Transformation
Innovation and Transformation leads change through new activities and programs, including partnerships with the private and public sections and collaboration with internal teams.

Legal Services
The Legal Services branch is the City's in-house law firm. They provide legal representation on City business and operations matters.
