Congratulations on your decision to install a pool or hot tub.

The following steps will help you get the necessary approvals.

Step 1: Grading

All installations and landscaping projects require review by our Engineering, Water Resources Division. The review ensures that the intent of the existing grading on your property is respected to prevent an adverse impact to the neighbouring properties. After reviewing the accompanying documents, staff will determine if a Site Alteration permit is required.

Application requirements

Drawing(s) showing all proposed works, including landscaping, shed, concrete deck, etc., must be correctly dimensioned and contain sufficient information for City Staff review.

Application fee: $229 (includes taxes), if a permit is required

Security Deposit: $500 (returned when the work is done to the satisfaction of the City)

Step 2: Enclosure / Fencing

All properties in Oshawa which contain a pool, hot tub or decorative pond:

  1. With a depth of 30 cm (12 in) to 60 cm (24 in) must have an enclosure with a minimum height of 120 cm (48 in);
  2. With a depth exceeding 60 cm (24 in) must obtain a Pool Enclosure Permit and comply with specific standards related to the style and construction of the fence/enclosure. Pool enclosure requirements can be found in the Pool Enclosure By-law.

Application requirements

After site plan approval has been received from Engineering Services:

  • A pool enclosure permit application must be completed and a drawing showing proposed pool, property lines and proposed fence must be submitted to Municipal Licensing and Standards.
  • An Owner Authorization Form will also be required if someone other than the owner is submitting the application.

Application fee: $200 (includes H.S.T.)

Step 3: Access to Property

Do you need to access your property over the City boulevard or sidewalk?

If yes, a permit is not required. However, any damage to sodded areas, pavement, sidewalk and/or curb must be repaired and restored to pre-existing conditions. Any repairs requested by the City not completed in the prescribed time interval or to City standards will be completed by City staff and billed to the property owner.

Do you need to access your property through City owned land?

If yes, a Park Access Permit is required from Parks Services. Contact Service Oshawa.

Site meeting with Parks staff to review proposed access route.

Application fee: none

Security Deposit: Varies depending on site conditions

Step 4: Use of roadway

Do you need to store equipment and/or materials on the City roadway, boulevard or sidewalk or occupying roadway for a concrete truck or for a container to load/unload material?

If yes, a Road Occupancy Permit is required.

Step 5: Other considerations

If you are building a deck and/or other structure or renovating the house in conjunction with the pool installation, a Building Permit may be required.

If you live in an area that is not yet assumed (e.g. new subdivision), you may need approval from your builder or developer.

The information above is for standard pool installations and landscaping projects. Special conditions may apply for corner lots, properties adjacent to Central Lake Ontario Conservation Authority (C.L.O.C.A.) lands, and more major projects.

An owner may authorize another person to act as an agent on their behalf by filling out the Owner Authorization Form. The agent can represent the owner and attend inspections at the property if the owner is unable to do so.
