The City of Oshawa uses a Standing and Advisory Committee structure to assist Council in dealing with municipal matters. Standing Committees are held on a four week rotation schedule, and Advisory Committee meetings are held monthly.

Standing Committees

Standing Committees make recommendations to Council on matters within their purview and City Council has the final say on all matters. Each Standing Committee has five members of Council and the Mayor is ex-officio a member of all Standing Committees.

Committee

Agencies, Boards and Other Committees

Citizen appointments are made upon the election of a new council or as vacancies arise. Any vacancies occurring throughout Council's term are advertised on the City's website under News and Alerts and in Oshawa This Week newspaper and through the City's social media accounts. In addition, the City reaches out to community organizations and partners to promote vacancies.

 Advisory Committees

The City of Oshawa encourages citizens to participate in their community by volunteering for a position on one of its Advisory Committees. Membership in an Advisory Committee is based on the Committee's Terms of Reference. Membership may include citizen, stakeholder and Council Member appointments.

The City's Advisory Committees report as needed through the appropriate Standing Committee based on the subject matter.

The Advisory Committee Policy and Procedure guides the Advisory Committees.

Oshawa Accessibility Advisory Committee

The Oshawa Accessibility Advisory Committee (O.A.A.C.) is a statutory Committee required by the Accessibility for Ontarians with Disabilities Act, 2005. The Committee advises Council and staff on specific initiatives to be taken by the municipality to reduce and prevent barriers in order to cultivate inclusion within the community.

The O.A.A.C. consists of nine citizens appointed by Council and one Council member appointee. A majority of the members shall be persons with disabilities. The other members are individuals who have an interest in accessibility issues.

Oshawa Animal Care Advisory Committee

The Oshawa Animal Care Advisory Committee (O.A.C.A.C.) assists, advises and educates City Council, staff, key stakeholders and the wider Oshawa community on ways to continually improve the efficient and compassionate care of animals within the City of Oshawa.

A key part of O.A.C.A.C.'s function will be to:

  • find and evaluate potential initiatives
  • provide expert opinions and network with other subject matter experts on issues
  • assist and promote existing and future projects
  • support fundraising and grant applications
  • facilitate training of stakeholders and the general public

The O.A.C.A.C. has one member of the public, nine representatives from animal advocacy groups appointed as Stakeholder Members and one Council member.

Oshawa Active Transportation Advisory Committee

The mandate of the Oshawa Active Transportation Advisory Committee (O.A.T.A.C.) is to advise and assist City Council and City staff on matters relating to the design, development, implementation and monitoring of policies, programs and facilities to enhance and promote a safe, sustainable and accessible active transportation system within the City of Oshawa.

The O.A.T.A.C. shall consist of ten members consisting of nine citizens at large, preference given to up to three students applying to secondary or post-secondary schools and one City Councillor.

Oshawa Environmental Advisory Committee

The Oshawa Environmental Advisory Committee (O.E.A.C.) mandate is to assist, advise and educate City Council, staff and the community for the protection, enhancement, restoration, management and appreciation of the natural and built environments and to advance the goals of the Oshawa Strategic Plan.

The O.E.A.C. is comprised of 11 members - ten residents-at-large (with preference given to up to two students), and one Council member. Members must be residents or property owners of the City of Oshawa. Public Members will serve as individuals and shall not represent a specific interest group. Students must be at least 16 years of age and registered in an educational program at the high school, college or university level. The membership shall reflect a broad range of interests, including urban and rural, as well as technical and academic expertise.

Heritage Oshawa

Heritage Oshawa is the City's Municipal Heritage Committee and works within the guidelines of the Ontario Heritage Act and the Oshawa Official Plan. Heritage Oshawa's mandate is to advise and assist Council on all matters relating to preserving and promoting cultural heritage resources within the City of Oshawa.

Key activities of Heritage Oshawa include:

  • Researching heritage properties

  • Updating the Heritage Oshawa Inventory

  • Nominating properties to the Register of Properties of Cultural Heritage Value or Interest

  • Reviewing development applications or demolition permit applications

  • Promoting education and awareness about Oshawa's cultural heritage resources and heritage conservation
