Third Party Advertisers
All individuals, corporations and trade unions who registered as a Third Party Advertiser with the City Clerk between May 2, 2022 and October 21, 2022 are listed on this page. Where a registered Third Party Advertiser has filed their initial financial statement, notice of extension or supplementary financial statement, the filed form will be posted below.
Financial Statements
All registered Third Party Advertisers must file an initial Financial Statement - Auditor's Report Third Party - Form 8 with the City Clerk under Section 88.29 of the Municipal Elections Act, 1996. The initial financial statement documents all contributions received and expenses incurred by the registered Third Party Advertiser from the date they filed their nomination up to and including the end of the campaign period that ends on December 31, 2022.
If a registered Third Party Advertiser has incurred expenses in excess of $10,000 or received contributions over $10,000, the financial statement submitted must also include an auditor’s report completed by an auditor licensed under the Public Accounting Act, 2004.
The filing deadline for the initial financial statement was 2 p.m. on March 31, 2023.
30 Day Grace Period
A registered Third Party Advertiser who misses the filing deadline can submit their financial statement up to 30 days later than the filing deadline provided they also pay the late filing fee of $500 required by the Municipal Elections Act.
Extension of Campaign Period
Registered Third Party Advertisers who filed a Form 6 – Extension of Campaign Period prior to the deadline of January 2, 2023 at 4:30 p.m. are required to file Supplementary Financial Statements with the City Clerk by September 29, 2023 covering the six-month period following the year of the election, or until the deficit is eliminated, whichever is shorter.
Should a registered Third Party Advertiser miss the deadline to file their supplementary financial statement, the same penalties apply as if the registered Third Party Advertiser failed to file their initial financial statement on March 31, 2023.
Compliance Audits
An Elector who is entitled to vote in an election and believes on reasonable grounds that a registered Third Party Advertiser has contravened a provision of the Municipal Elections Act relating to election campaign finances may apply to the Joint Committee Audit Committee for a compliance audit of the registered Third Party Advertiser's election campaign finances, even if the registered Third Party Advertiser has not filed a financial statement under Section 88.29 of the Act.

Clerk's Report
In accordance with subsection 88.29 (11) of the Act, the Clerk shall make available to the public a list of all registered third parties for the election along with an indication of whether each has filed a financial statement and auditor's report under subsection 88.29 (1).
