Service Oshawa is open Monday to Friday from 8 a.m. to 6 p.m. and Saturday from 9 a.m. to 1 p.m.
City Hall departments operate Monday through Friday 8:30 a.m. to 4:30 p.m.

  • In person: Main floor of Oshawa City Hall at 50 Centre St. S. Visitors must enter through the main entrance on the south side of the building, across from the Robert McLaughlin Gallery or the Courtyard Entrance adjacent to Centre St. All other entrances are not open to the public.

  • Drop box: Located outside the Main Entrance at the south side of City Hall, across from the Robert McLaughlin Art Gallery.
    All items dropped off after 1:30 p.m. Monday to Friday and anytime on Saturday, Sunday and Holidays will be processed the following business day. If your payment and/or documents are time sensitive they may be considered late if deposited in the drop box after 1:30 p.m. on the due date, resulting in late fees.

Municipal

The City of Oshawa is part of a regional system of municipal government consisting of two tiers. The first tier is the regional level and the second tier is the municipal level.

The City of Oshawa provides local scale services such as:

  • Building permits and inspections
  • Curbside collection of garbage bags, green bin materials, and yard waste (seasonal)
  • Fire protection and prevention
  • Licensing - business, lottery, marriage, pet, residential rental housing, and taxicab
  • Maintenance and snow clearing on City roads
  • Parking and By-law enforcement
  • Parks and Recreation
  • Property standards
  • Sidewalk maintenance

Regional

The Region of Durham operates as a broader scale of government, providing services such as:

  • Curbside collection of blue box materials
  • Fire hydrants and maintenance, including snow clearing
  • Maintenance and snow clearing on Regional roads
  • Police services
  • Public health
  • Sewer back-ups and plugged sewer lines
  • Social services
  • Traffic signals and controls on Regional and City roads
  • Transit and specialized transit services
  • Water and watermain breaks

Provincial
The Government of Ontario provides services such as:
  • Birth certificates
  • Driver's licences
  • Maintenance and snow clearing on highways
  • Marriage certificates

As a lower-tier municipal government, the City of Oshawa collects property taxes for not only itself, but also on behalf of the Regional Municipality of Durham (an upper-tier municipality) and the Province of Ontario. Learn more about the breakdown of your property taxes on the Budget webpage.


Service Oshawa can:

  • Record requests for service, compliments and complaints
  • Receive your feedback
  • Accept payments and program registrations and issue permits
  • Language translation is available over the phone and in person in over 150 languages
