Notice of Public Meeting - Planning Act - June 2, 2025 - 1440 Conlin Rd. E.
What:
A Planning Act public meeting will be held regarding applications for Approval of a Draft Plan of Subdivision (File: S-O-2025-02) and to amend Zoning By-law 60-94 (File: Z-2025-01) submitted by D.G. Biddle and Associates Ltd. on behalf of 440 Taunton Road Ltd. for lands at 1440 Conlin Road East.
The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map at the public meeting. The applications have been determined to be complete.
When: June 2, 2025 – 6:30 p.m.

This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.
Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on May 30, 2025 by contacting Legislative Services in writing at [email protected].
Members of the public are also invited to submit correspondence concerning this matter. Why:
The applicant proposes to develop the subject site with 33 street townhouse dwellings, extend Cayenne Street to Conlin Road East and extend Nottaway Gate to Cayenne Street. The purpose of these applications is to:
- Implement a draft plan of subdivision (S-O-2025-02) which proposes to create 6 blocks for 33 street townhouse dwellings, 2 landscape strip blocks, 2 road widening blocks, and 2 local roads; and,
- Rezone the subject lands from R3-A “h-14” (Residential) to an appropriate R3-A (Residential) Zone to permit the proposed draft plan of subdivision, with site specific conditions to permit certain performance standards such as, but not necessarily limited to, reduced minimum lot area and exterior side yard depth and increased maximum lot coverage.

- To Be Notified of the Decision:
- Subdivision: If you wish to be notified of the decision of the City of Oshawa in respect of this proposed plan of subdivision, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- To Appeal:
- Subdivision: The City of Oshawa is the approval authority for the draft plan of subdivision. If a person or public body would otherwise have the ability to appeal the decision of the City of Oshawa but does not make oral submissions at a public meeting, if one is held, or make written submissions to the City of Oshawa in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision to the Ontario Land Tribunal (Tribunal).
If a person or public body does not make oral submissions at a public meeting, if one is held, or make written submissions to the City of Oshawa in respect of the proposed plan of subdivision before the City of Oshawa gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.

If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Tribunal but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body is not entitled to appeal the decision.
