Civic Outdoor Track Reconstruction Project
The Civic Recreation Complex is well known for its outdoor track and stadium that hosts numerous track and field events each year, as well as football, lacrosse and soccer teams.
The City of Oshawa is investing $2.3 million in crucial repairs to the outdoor track and jumping runways. Staff are working diligently to expedite the project, with the goal of reopening the track in spring 2026.
Although the track has been closed since September 2024, with the spring track season coming up, we’ve received questions about the project’s timeline.
Why is the track closed?
In summer 2024, a third-party inspection determined that the surface of the track is nearing the end of its lifespan and no longer meets competition standards. An engineering consultant was retained to complete a comprehensive evaluation of the work required. It was determined that the scope of the project would require a complete replacement of the current track.
When were user groups notified?
In fall 2024, we informed our user groups and partners, including school board partners, that the outdoor track would remain closed for the 2025 season. Since then, we’ve been discussing alternative solutions with them. Many of our school board partners have made other arrangements for their spring track season.
What repairs are needed?
The renovation will include replacing the current track with a new rubberized surface to enhance its quality and better serve the needs of the community and sport users. This upgrade represents a significant investment in the Civic Recreation Complex and highlights our commitment to providing exceptional recreation facilities. While the renovation timeline is still being finalized, we will continue to share updates as the project progresses and provide more information to affected user groups.
How much will it cost?
As part of the 2025 City budget, we are investing $2.3 million to complete the essential repairs and upgrade the track and field facilities. Using reserves funds, which are critical to the City’s long-term financial sustainability, means this project will not impact user fees.
Additionally, we have applied for a provincial grant through the Community Sport and Recreation Infrastructure Fund to assist with the cost of repairs. We thank the following partners for providing us letters of support to include with our grant application: LOSSA, OFSAA, WEAA, Running For Your Life, Durham Dragons Athletics, Eclipse Track & Field and C.Y.S.A.
Will there be Spring track meets this year?
In fall 2024, we communicated to our user groups and partners that the Civic outdoor track will not be operational this season. While the renovation work cannot occur during the winter months, it will begin as soon as weather permits. We are taking all reasonable steps to expedite the project.
We ask that track users and event participants contact their respective track and field organization for information on alternative arrangements that have been arranged or are being investigated.
Will Field 1 be available this year?
We will provide further communication including any potential impact to the availability of Field 1 (located within the track facility) once the renovation timeline has been finalized.
