Howden Road Culvert Replacement

Details: Replacement of the Culvert along Howden Road West approximately 800m east of Thornton Road North.
Construction July 2025 to September 2025
The City of Oshawa has awarded Contract No. O 25-09 to Sierra Excavating Enterprises Inc. The work will include the replacement of the Howden Road West Culvert (Structure No. 000324). The work shall include but is not limited to:
- Excavation and removal of existing structure;
- Temporary flow bypass and dewatering measures;
- Installation of a new structure;
- Reinstatement of roadway embankments;
- Placement of waterbody aggregates as erosion control;
- Replacement of existing guide rail;
- Asphalt paving of roadway over the structure and on the approaches.
Where: Approximately 800m east of Thornton Road North
Work Schedule
City’s contractor, Sierra Excavating Enterprises Inc., will commence work on or about July 14th, 2025. The work is expected to be completed by September 2025. Unfavorable weather conditions and unforeseen circumstances may impact the work schedule.
How will this work affect you?
All affected streets within the construction limits will remain open to local and emergency traffic. Once construction has begun, there will be no through access from Thornton Road North to Simcoe Street North along Howden Road West. Residents are to follow detour signs placed throughout the work site.
Areas that are disturbed by new construction work will be restored to the satisfaction of City of Oshawa, Engineering Services.
Waste collection will be maintained on your regular day. Arrangements for mail delivery, school bus service, etc. will be made as needed. If you require special accessibility needs please contact Service Oshawa with your request.
