Notice of Study Commencement and Public Open House #1
What is this study all about?
The City of Oshawa is updating its Integrated Transportation Master Plan (I.T.M.P.) and Active Transportation Master Plan (A.T.M.P.) to help shape how people and goods move around Oshawa over the next 25 years. As Oshawa continues to grow, it is important to proactively plan for a transportation system that supports the needs of residents, businesses, and visitors now and into the future. The plans will:
- Consider all ways of getting around — walking, cycling, rolling, public transit, driving, and goods movement.
- Help improve safety, accessibility, and connectivity for everyone.
- Support the City’s environmental, economic, social and Strategic Plan goals and objectives.
The I.T.M.P. and A.T.M.P. will build on Oshawa’s existing transportation network and provide a roadmap to guide transportation investment and decision-making.
How is the study being carried out?
This Study is being undertaken in accordance with the requirements of Phases 1 and 2 of the Municipal Class Environmental Assessment (M.C.E.A.) process, which is an approved process under the Environmental Assessment Act, and will follow Approach #1 for Master Plans. The Master Plan will consider improvements within the City of Oshawa’s Municipal Boundary.
The City has retained an experienced engineering consulting firm, WSP Canada, to prepare the updated Master Plan. The Study duration and the final Master Plan reports are expected to be completed by late 2026. There will be multiple opportunities for public feedback and engagement during this period.
You are invited to participate in this study!
Your input is important as the project team identifies existing problems and opportunities, evaluates alternative solutions, and selects the preferred alternative to meet the community needs for the current and future population.
Anyone with an interest in this Study is invited to attend and participate in our first Public Open House (P.O.H.) in-person at the below time and place:

If you cannot attend and would like to provide comments, please visit Connect Oshawa (ConnectOshawa.ca/ITMP) to view the project background, complete an online feedback form and use the mapping tool to identify areas where issues and opportunities may exist along our transportation system. Paper feedback forms are also available at Service Oshawa, located at City Hall (50 Centre St. S.) A paper version of the mapping tool is available upon request through Service Oshawa. The project webpage can also be accessed by scanning the QR Code below with your smartphone. Future consultation event notifications will be posted on the project website, and emailed to registered individuals.
