Notice of Public Meeting - Planning Act - 390 Ritson Rd. N. - September 8, 2025
What:
An application has been submitted to the City of Oshawa by Batory Urban Planning and Project Management on behalf of MB Ritson Road Inc. Limited to amend Zoning By-law 60-94 (File: Z-2025-02) for lands municipally known as 390 Ritson Road North.
The Oshawa Economic and Development Services Committee will be considering the above referenced application for the lands as shown shaded on the map at the public meeting. The application has been determined to be complete.
When: September 8, 2025 – 6:30 p.m.

This public meeting will take place in the Council Chamber, Oshawa City Hall, 50 Centre Street South.
Members of the public wishing to address the Committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 12 p.m. on September 5, 2025 by contacting Legislative Services in writing at [email protected].

Why:
The applicant proposes to develop the site for a mechanical car wash.
The purpose of the application is to rezone the lands from general GI/SI-A (General Industrial/Select Industrial) zoning to an appropriate site specific GI/SI-A (General Industrial/Select Industrial) zone to permit a car wash with site specific conditions to permit certain performance standards such as, but not necessarily limited to, reduced exterior side yard depth.
The lands subject to this application are also subject to an Application for Site Plan Approval (File: SPA-2025-09).

- To Be Notified of the Decision:
- Zoning: If you wish to be notified of the decision of the City of Oshawa on the proposed zoning by-law amendment, you must make a written request to the Commissioner, Economic and Development Services Department, 50 Centre Street South, Oshawa, Ontario L1H 3Z7.
- To Appeal:
- Zoning: The decision to pass a Zoning By-law Amendment by Oshawa City Council becomes final, subject to any appeals during the statutory appeal period.
If a person or public body would otherwise have an ability to appeal the decision of the City of Oshawa to the Ontario Land Tribunal (Tribunal) but the person or public body does not make oral submissions at the public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body is not entitled to appeal the decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Oshawa before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal (Tribunal), unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
